Gen. Richard H. Roellig. Since ancient times, the passing of a military unit's flag has symbolized the transfer of power and authority from one commander to the next Then as now, the ceremony was solemnly performed by forming up and inspecting the troops, presenting the colors, playing the "Star Spangled Banner," and lastly, the center flag passing from to the retiring commander to AFMC , time-honore- commander to the incoming com- mander.
