Show 2 Hilltop Times n Chief, July 18, 1996 SMSgt. promo fact sheet - RANDOLPH AFB, Texas (AFNS) Nearly 25,000 master and senior master sergeants competed for promotion during their latest testing cycles with fewer than 2,200 realizing their goal. Enlisted promotion rates have continually risen over the past two years, say officials with the Air Force Personnel Center here, but so has the competition. To aid those reaching for the next promotion rung, the center is once again publishing a fact sheet to explain the promotion process for the top two enlisted grades. "What we're trying to do is educate those who are competing for promotion," said SMSgt. Fred Lopez, chief of the promotion management section. "For many, this year's test cycle will be the first time their records have gone before a promotion evaluation board. We want to eliminate any surprises and misconceptions before those boards meet." The chief evaluation board is tentatively set to meet at AFPC Oct. 7 and the SMSgt. board Feb. 7. The fact sheet has been forwarded to base education service offices and to installation senior enlisted advisors, Lopez said, and is available to all those being considered for promotion in the 96E9 and 97E8 promotion cycles. Besides explaining the board process, the fact sheet also outlines the individual's responsibilities to include ensuring the person's selection folder at AFPC is accurate and complete. Individuals can request a copy of their selection folders by sending a written or faxed request with signature to AFPCDPPBR4, 550 C Street West, Suite 5 or fax DSN 5, Randolph AFB, TX 78150-470- 7 or commercial (210) The fact sheet is also available through the personnel center's World Wide Web home page (http:www.afpc.af.mil). The Military Personnel Flight Manual 96-4- 4 is located within the center's "military personnel list resource" site. For more information, contact the MPF's Customer Service Section, Bldg. 180. The officers face disciplinary action ranging from counseling and reprimands to punishment under Article 15 of the Uniform Code of Military Justice. They will be given the chance to respond and present matters on their behalf before a final decision is made on what disciplinary actions will be taken against them. They have a week to respond, Air Force officials said. These latest actions should "close the book" on the disciplinary actions, Air Force officials said. The actions may, however, have further consequences related to promotions and assignments, they said. This list includes assignments for people eligible to return from overseas in November 1996 through January 1997. Personnel officials recommend assignment preferences be updated by July 23 to ensure the information is updated in the computer system before actual assignments are made. The Air Force Personnel Center plans to release assignments by Aug. 2. EQUAL advertises upcoming assignment requirements, by Air Force specialty code and rank, and gives people a chance to update their assignment preferences to more realistically match actual requirements that will be filled in a particular cycle. Local military personnel flights offer a publication titled, "Enlisted Overseas Returnee Counseling Handout" that explains how to use EQUAL. It is extremely important that individuals in the overseas returnee cycle thoroughly review their returnee handout. The handout, AFPC officials say, explains the individual's options and how to apply for assignments in the continental United States. Members should review, prioritize and list specifically those assignment options available to them on EQUAL. Those returning to CONUS should prioritize and update all EQUAL choices first, then if sufficient room exists, include any personal choices thereafter. New listings are released quarterly for assignments available at overseas locations as well as assignments available for those returning from overseas areas. All and special duty assignments appear on EQUAL-Plu- s are updated weekly.
