Obtaining absentee ballots Absentee ballots can be obtained by correctly completing a Federal Post Card Registration and Absentee Ballot Request the operative word is "correctly." According to election officials, nearly 80 percent of problems with processing the FPCA forms were caused by incorrect information in Item 3 which asks for the voter's residence address in the jurisdiction where the voter had requested the ballot.
