Show 22 HILL TOP TIMES Friday, April 4, 1986 name new. branch gets, Defining requirements - By Sherry Lawrence Cost Branch, Comptroller A key servicing organization within the Comptroller has a new name. What was previously known as Cost and Management Analysis will now be known as the Cost Branch. Its job is the same, defining requirements better so it knows how much money is needed to satisfy Air Force requirements. Employees in the branch, known as cost analysts, have a vast reserve of experience. They provide skills in making a variety of management decisions, such as cost estimating skills used for economic analyses used to justify military construction projects or obtain productivity money for major initiatives. Branch workers have also been involved in designing analysis forms and procedures for reminders that all cost considerations are included such as manhour and hidden payroll costs and evaluating costs of major programs for operating and supporting the Imaging Infrared Maverick or Peacekeeper missiles. Information provided by the Cost Branch also is readily accessible through the base Information Center. By using an easily accessible interoffice correspondence menu, PROFS, a manager can select what is known as the Commander's Menu, then, using standard formats and menus can browse through a wealth of information about unclassified programs and operations on Hill AFB. Data is organized into areas of general interest such as funds, weather, depot field team status, military construction projects and commander-interes- t items. There is also a place for items specific to each directorate General criteria for including information in the system is that they must be recurring reports for management or reports used for reference by managers. The system reduces needs for paper reports and eliminates files. Through the use of automation, a manager can now jump from one data Branch. Results of studies are presented to. the re questor and are not made public. Some past projects have included vehicle utilization, operating and support cost estimating, survey analysis, cost allocation systems and the value of a production maintenance flow day. Finally, the experience in cost estimating and management information combined with analytical capabilities makes the Cost Branch an ideal resource for independent program evaluation and special analyses. The organizational charter allows analysts to work on projects for any base organization. Studies requiring an objective view to evaluate situations without bias are ideal to refer to the Cost Hill organizations desiring to use services of the Cost Branch should call Bernie Josten, Ext. 74703. Policy change brings service in line a reserve officer. The officials said Air Force policy was more liberal than the statute and provided the opportunity r service reserve officers to for regular and enlist as a sergeant, even though statutory entitlement for such enlistment did not exist. All officers presently enlisted or offered enlistment as a result of previous selection boards or personnel actions prior to Nov. 30 will be allowed to continue in their present status or continue processing their requests for enlistment, officials said. (AFNS) r Officers with regular commissions and service reserve officers twice passed over for promotion and not picked for selective continuation will not be allowed to enlist after Nov. 30. Air Force personnel officials said the policy change will bring the service inline with the other services and with Title 10 of the U.S. Code. Title 10, U.S. Code 8258 allows former Air Force enlisted persons to return to the enlisted grade they held at the time they separated to accept a commission without losing seniority, regardless of vacancy or physical disability, if honorably discharged as non-prio- non-prio- Speech club sets membership drive By Karen K.
