CMCHS and NDMS were created to meet the demands of such an emergency. Costs are minimal, because the medical support structure is based on medical systems which currently exist. CMCHS and NDMS also have a high degree of flexibility to ensure that adequate medical care is available as demands dictate. Early in such a conflict, the main concentration would be on stabilizing patients and moving the severely injured back to the United States for care. Obviously, it would be more practical to move patients back to the sophisticated medical care system in the U.S. than trying to move the care into the combat zone. An important role of USAF Hospital Hill in CMCHS and NDMS would be in controlling and providing support for patients hospitalized in the Capt. William Waters USAF Hospital. Hill Contingency Hospital System. In the event of such an emergency, existing military capability would support combat forces, leaving military hospitals less than fully staffed. The acquisition of these aircraft marked the first time NATO as an organizational group of nations has obtained a major weapon system. In the past, such weapons have been acquired by NATO nations individually. Delivery of the final aircraft was more than two months ahead of schedule. In fact, 16 of the 18 aircraft were delivered early. Cost of the entire program is expected to be nearly $100 million below the projected cost of $2 billion. Det. 31 provided contract administration for the German subcontractors involved in the program and, in its role as agent for NATO, accepted each of the thousands of major AW ACS subsystems and each of the 18 aircraft. "NATO 18" was officially accepted by Robert Fish, Det. 31's chief of quality assurance. Simultaneous with its work in support of aircraft production, Det. 31 provided quality assurance and engineering for NATO on the ground support equipment and maintenance spares for its main operating base for AW ACS at Geilenkirchen, Germany. The base achieved initial operational capability in February 1982. Today, multinational crews are flying hundreds of missions each month out of the base, covering an area which extends from the North Sea to Turkey. The NATO Program Management Agency in the Netherlands and Electronic Systems Division at Hanscom AFB, Mass., managed the program, with Boeing Co. serving as prime contractor and Dornier Reparaturwerft as the principle contractor. Nearly all major mission systems were manufactured in Germany and then shipped to Dornier for installation. Dornier installed all mission systems, including computers, radars and displays, performed final assembly and carried out the flight test (LOGNEWS) for all 18 aircraft.
