Allen, Base Civil Engineer and commander, 2849th Civil Engineering Squadron, retired yesterday after 23 years in the Air Force. Colonel Allen had been assigned here since August 1981. Under his leadership, the CES was highly honored and reached many noteworthy milestones: Robert H. Curtin Award recognizing the best Civil Engineering Squadron in the Air Force A,;- - designing 457 projects totalling more than $49 million in 1982 and 1983, General Thomas White Environ- mental Quality Award for having the best environmental program in the Department of Defense Receiving a very high rating durtheir April 1983 Mission Capabiliing ty Inspection Receiving a "Noteworthy" from the Air Force Logistics Command Management Effectiveness Inspection team and Tactical Air Command Operational Readiness Inspection team for the Spruce Log base appearance improvement program The Squadron's Engineering and more than any other base in the Air Force Receiving several design awards from AFLC Conceiving, proposing, planning, and hosting the Air Force's first ever Prime Base Engineering Emergency Force competition Colonel Allen was born in Charleston, W. Va., and graduated from Morgantown High School, Morgan-towW. Va. In 1960 he received a bachelor of science degree in industrial n, Environmental Planning Branch Vt 'A ' engineering from West Virginia University at Morgantown and was commissioned there on May 30, 1958 as a second lieutenant. He earned a master of science degree in human factors engineering from Texas A&M University at College Station, Texas. He was graduated from Squadron Officers' School by correspondence in 1963, and the Industrial College of the Armed Forces by correspondence in Subsequent assignments included Headquarters SAC, Offutt AFB, Neb.; 38th TAC Missile Wing, Sem-bac- h AB Germany; Ton Son Nhut AB, Vietnam; Headquarters USAF, Washington D. Beginning his Air Force active duty career in July 1960, he attended USAF Base Civil Engineering School at Wright Patterson AFB, Ohio. i " y(oir Force, Navy and Army Staff; Craig AFB, Colo.; and Tyndall AFB, Fla. Colonel Allen's military awards and decorations include the Bronze Star Medal, Meritorious Service Medal with three oak leaf clusters, National Defense Service Medal, Republic of Vietnam Cross of Gallantry with Palm, and the Republic of Vietnam Honor Medal First Class. Colonel Allen is married to the former Janet Lynn Akers of Hastings, W. Va. They have three sons: Robert L. II, Craig, and Scott.
