Show HILL TOP TIMES Page 16 December 18, 1981 Former Hill crime stopper' is nominee for high oword A former Hill AFB employee in the Directorate of Contracting and Manufacturing has been selected as the Air Force Command's Logistics nominee for the 1981 President's Award for Distinguished Federal Civilian Service. Phillip W. Fite, a former contract negotiator here, earned the nomination through his key role in the conviction of a business firm and two of its operating officers on several counts of bribery and conspiracy. He will now compete in Air Force-wid- e competition for the award. Mr. Fite reported to his supervisor an offer of a bribe from a California firm. The Office of Special Investigations and the Federal Bureau of Investigation requested his assistance. This included further meetings with company representatives and Mr. Fite's permission for the FBI to record conversations. In one effort to secure evidence, Mr. Fite agreed to wear a recording device to record a meeting in California with the two company representatives. Despite the fact that the meeting lasted an entire day, Mr. Fite is credited with skillfully keeping "the scenario going" and with not entrapping the suspects "notwithstanding enormous pressure. As a result of Mr. Fite's actions, a federal grand jury in December 1980 indicted the two persons on several counts of bribery and conspiracy. Mr. Fite was a witness for two days of the week-lon- g trial. The jury returned guilty verdicts against the two company representatives on 19 of 21 counts of bribery and conspiracy. An FBI agent credited Mr. Fite's courage and skill in performing under very trying unfamiliar and circumstances as being responsible for the conviction.
