The ILC was established in May 1978. "The major impetus behind forming the ILC was the volume of business we were doing. In 1975, we were managing less than $500 million worth of logistics support and today we are managing over $5 billion of foreign support money," said General Rider. "We keep a very accurate account of all the costs involved in order to protect the interests of both this country and the other nations we deal with," he said. "I see a large part of our job in the future in this area. We need to be absolutely certain that every dollar spent to support a foreign air force is billed and paid.
