The primary purpose of Law Day, observed Proclamation on May 1 since 1958, is to emphasize the values of living under a system of laws and independent courts which protect individual freedom and make possible a free society. That is observed annually is symbolic, a reminder that while the principles embodied in the observance are constant, their vitality cannot be taken for granted. This year the theme of Law Day is "Partners in Justice," emphasizing that American citizens must be allies in the work of the courts to administer justice fairly and equitably. In the United States, we live under a system of laws which protect individual rights. Our laws, promulgated by individuals selected by us, are made only after careful and thorough study. Abraham Lincoln, himself an outstanding lawyer, stated that our government is "of the people, by the people, for the people." The CCAF provides recognized college credit for completion of certain Air Force technical schools and courses by enlisted personnel. Or take housing. It is also proclaimed annually by the President of the United States. This coming week we will be celebrating Law Week and we have good cause for celebration. We are the beneficiaries of the richest heritage of individual liberty under law in the history of civilized peoples. Law Day has been set aside to recognize the place of law and the courts in American life. What is law? This is an often asked question. I think perhaps it's easier to say what law is not. The law is not of itself a panacea for all social and economic ills. We cannot change human or social conditions merely by passing laws; we the people must work together toward the betterment of our society by changing the conditions which caused these social and economic ills. The law provides us with the framework within which to bring about such changes. The law is not a magic wand either. The mere fact that our legislatures pass laws making certain conduct criminal does not stop people from committing acts against society. Unless the law exists in the heart and minds of each and every one of us, it does not exist at all. There is a much recounted story about Benjamin Franklin who was stopped by a woman on his way home from the conclusion of the Constitutional Convention. The woman inquired, "Dr. Franklin, is it finished?" "Yes, Madame," he replied. "Will it work?" she asked. To this, Dr. Franklin replied, "That, Madame, is up to you." Law is an intangible force that makes freedom possible. It is the mortar which joins the bricks of our free society. We should each take to heart what was said by Benjamin Franklin so many years ago. Whether or not it will work truly depends on each of us. We are all Partners in Justin with each other. If we each dedicate ourselves to the ideals 50A nesty, equality and justice under the law in our relations with each other, our democracy will surely survive.
