With its fast stream, varying depth and underground tunnels, it's dangerous. Dangerous or not 15 people have died in the canal it's also appealing to those looking to cool off. That's why the Provo River Water Users Association, or PRWUA, has embarked on a project for years now to cover the 21-mile canal that stretches from Provo Canyon into Salt Lake County. Funding has been authorized. autho-rized. The $134 million dollar project would be split, with a $60 million loan going to the PRWUA and a $60 million loan taken by the Central Utah Water Conservancy District. The rest, PRWUA General Manager Keith Denos said, would be paid for by shareholders share-holders of the canal. Denos predicts the canal could be finished by 2013, with construction taking three or four years. The biggest delay will come in a dispute over a title transfer. trans-fer. Collateral for the loan needs to be provided, and for that, PRWUA wants to offer of-fer the canal, often called the Murdock canal. They can't do that without the title. In October 2004, Congress passed the Provo River Project Transfer Act, HR 3391, essentially es-sentially giving PRWUA the ability to possess the title, but now they have to agree on an easement with the conser- vancy district. Chris Finlinson of the Central Cen-tral Utah Conservancy District said that the PRWUA can start on the enclosure project but the district is interested in having the same access to the property as they do now. "The title transfer is an issue is-sue that is important to them," she said. "We are not opposing oppos-ing that, but we are insisting that the Central Utah Project is protected. Right now, it is a federal project and the Central Cen-tral Utah Project is a federal project."
