BEARUl.n PI 8 arcs Tact sheef tries to answer questions and complaints over BFI contract by Tim Westby OF THE RECORD STAFF Garbage issues are still taking up the time of Summit County Commissioners. At its weekly meeting on Monday, the commission discussed dis-cussed the current situation with Browning Ferris Industries' changeover to an automated service, j At the center of the commissioners' discussion with the county's waste consultant, and BFI representatives was an update on problem areas around the county and whether or not to adopt eight proposed new polices for waste collection. In the end, the commissioners adopted the new policies. The Park City Council will consider them next. Commissioners also acknowledged that many of the complaints, particularly those surrounding bills commercial customers received, were not BFIs fault. "This is not BFI shoving something down people's throats," said Commissioner Eric Schifferli. Michael O'Hara, the county's waste consultant, summed up the current situation with the changeover by telling county commissioners, "The bad news is that my hot file hasnt gotten any smaller. The good news is that not gotten any bigger." One of the more significant policies clarifies when multi-unit dwellings should be considered residential or commercial. The clarification is needed because the county pays for residential service, but because the commission commis-sion decided not to subsidize commercial customers as heavily as it once did BFI now bills commercial com-mercial users directly. Other policies clarify criteria for BFI and property owners regarding garbage collection on private roads, set guidelines for people who want more than one container and residents who may need help handling the new containers. con-tainers. The county also released a "waste contract fact sheet" to help answer many of the questions ques-tions and complaints swirling around the changeover. The fact sheet defends the new changeover in its first para- some problems with the switch in service, we believe, when given a chance, the new system will make for a healthier, cleaner, and safer community." Other highlights include: "BFI's bid was approximately 20 percent below the next highest bid, and they were awarded a (seven year contract." "BFl" chose to deliver the. automated cans to everyone, and then determine where they did not technically work. This has made it a difficult process, but the problems are being solved." "Unfortunately the color of the cans were not specified in the contract. "The days of unlimited trash service are ending nationwide. Charging extra has become standard: stan-dard: the more you throw away. the more you pay. ...the county i usine funds to subsidize a curb- side recycling program, which1 should prolong landfill lifetime and encourage conservation. "The county subsidizes all trash collection at the landfill, seen as a lir e-item on property I tax bills. In the past, we partial- ly subsidized commercial pickup j out of the general fund, but will no longer do that." , . The fact sheet also points out. that the county's contract with BFI "explicitly provides alternatives alterna-tives for elderly and handi-. capped users." Residents who . feel they fit one of these categories cate-gories or have technical prob-; lems should contact BFI at 1-, 800-373-0143 or the Summit County Public Works. In case you need the incentive, paying your delinquent property taxes just got a little easier. Summit County will now accept credit cards over the phone to pay overdue property taxes. In another month or so residents will be able to take care those late taxes they've been meaning to pay but haven t gotten around to yet on the Internet. And before long county taxpayer will be able to say "charge it" for almost any county fee - from posting bond to parking fines. The only catch is they will have to do it over the phone or online, and it'll cost extra. "No, we're not taking credit cards at the courthouse," says Glen Thompson. Summit County Treasurer. Instead, the county has contracted with a nationwide company called Official Payments Corp. to handle all credit card transactions. Thompson says the move is an attempt to make paying fees easier for county residents. "We think it s a convenience. We need to giv e people the choice," says Thompson. "Looking out five years I would guess that you will be able to make all payments with a credit card or by electronic transfer." . Official Payments Corp. will han- die the countys credit transactions because credit cards companies charge an extra 15 percent to 2 per-! cent to all merchants. In this case,! Summit County acts like a mer- chant And if a significant number of county residents started opting to pay with plastic that could add up to! a chunk of change, says Thompson.' When Weber County experiment-! ed with accepting plastic, says Thompson, credit cards fees cost . the county $50,000 a year before the program was shut down. ' So if residents choose to charge their overdue property taxes they will call Official Payments Corp. directly and then pay a "nominal fee" to the company. , Thompson cant say how much the fee will be. however, because it is based on a sliding scale.
