The many diverse thoughts and ways of city , council members were of-;ten of-;ten not agreed upon, but , such was the pathway of 'becoming a great place to live. Taxes had to be levied in order for funds to be received re-ceived to further the needs of this town. Reading the minutes of February 19, 1855, a bridge . was to be built over Hobble 'Creek, located at Center 'Street. William D. Huntington Hun-tington was the designated designer and builder. For his services a motion was made by W. J. Earl that the account of $97 be appropriated appropri-ated for the building of said bridge with monies to be paid to Mr. Huntingtoa Minutes recorded at this same date, showed another topic of discussion was the fencing of the Big West Field. A motion by William Miller stated that the citizens citi-zens of Springville proceed forthwith and build a good and substantial fence on the proposed line or the line of survey through to the fork (Spanish Fork). The minutes said that, "Any person or persons wishing to assist in fencing said field shall have land in -proportion to the fence built to be determined by lot." An interesting motion was discussed and passed concerning dogs in the city. Dogs had to be licensed and of course a fee was collected. collect-ed. Dogs have always had to be licensed in this city. By the summer of 1855 there was a home on nearly every lot of the Plat A section sec-tion of the community, and most of the lots had been fenced. The old-fashioned ditch-fence was much in evidence. It consisted of a ditch two-feet wide at the bottom, three-feet wide at the top and three-feet deep, the earth all being piled in an even hillock along the inside in-side bank and surmounted by a pole fence. The Hobble Creek at this i time was about sixteen-f eet wideand a uniform depth of seven-feet. The springtime spring-time found the Hobble , sCreek rising in depth, and the rush of the high waters, eventually rescued by a James Sylvester who had his forge located near the creek side and heard the cries for help of another party. " In the fall of 1854 grasshoppers grass-hoppers appeared on the scene in the community, their numbers causing an almost darkened sun as they devoured many crops almost ready for harvest, and deposited thousands of their eggs in the soil around the valley. The BIG GRASSHOPPER GRASSHOP-PER WAR did not come forth until the summer and fall of 1855, when the giant hordes of hoppers hatched and invaded the rich farmlands farm-lands devouring everything insite. The beautiful grain fields were about ready for harvest when the insects moved in and all but destroyed de-stroyed the crops, in spite of efforts used to destroy them. Huge trenches were dug and filled with water, and insects driven into the streams, winrows of straw were placed among the fields of grain, and a fire set. As the insects were driven into the area to burn them, the efforts were fruitless and many farmers gave up and left their crops to the insects. In the fall the insects laid their eggs, depositing them for the next year, but later a warm spell came about causing the eggs to hatch and the winter cold weather weath-er eventually destroyed the insects. The next spring there were no insects to devour the farm crops. They had been spared!
