"The Master Settlement Agreement is primarily a public health agreement. As advocates for the public pub-lic interest, we believe it is important to enforce this agreement to help reduce tobacco use and protect consumers from its deadly consequences," says Kathy Kinsman, the assistant attorney general representing Utah in the settlement. Aside from its payment provisions, the MSA created cre-ated a broad array of restrictions re-strictions on the advertising, advertis-ing, marketing and promotion pro-motion of cigarettes.
