The new cinder block facility contains con-tains 12 pens, is equipped with gas heat and is a marked improvement over the old facility which was constructed only of plywood and chain link with a galvanized roof and asphalt floor. After 17 years of wishing for what he thought was the impossible, im-possible, Springville Police Department Animal Control Officer Ernest Steele has finally got his wish. And the wish just happened to be a new animal control shelter. Officer Steele's eyes glistened with tears when he said, "It's a dream, something I can't believe." And he gives most of the credit to Chief Leland Bowers who has been the "Main go in getting my new truck and my new dog pound." The chief has "Just been great in all the things he has done for me since becoming chief in Springville," Ernie continued. He has done a lot of real hard work in getting these facilities, Ernie added. The new shelter was built just east of the old shelter near the city's sewage disposal plant west and north of the city proper. The 35 by 25 foot structure holds 12 new animal pens made of heavy chain link fencing, each with its own gate. The pens are each four foot wide, seven feet long and six feet high. The floors are of concrete and the facility is equipped with gas heat and water for washing out the pens, v The cinder block facility has no windows, but does have ceiling ventilation. Windows were left out purposely, Officer Steele explained, to keep them from being shot out by vandals. The structure has already been broken into, he said, by someone who kicked on the door until the lock was broken. The steel door . now is equipped with a dead boll lock which should discourage vandals, he added. The old facility housed only four pens with asphalt flooring. It was a temporary type structure constructed only of plywood, chain link fencing, and a galvanized corrugated roof. Ernie Steele, the city's animal control officer, is briefing his new assistant, 21-year-old Cindy Carroll, on the hows of hoisting a dog into the truck used by the city for stray animal collection. The dogs are taken to the new animal control shelter where they are contained con-tained for the specified number of days before being disposed of or returned to owners.
