State Sen. Bob Bowen, left, and Al Warner joined hands to pull down some of their larger outdoor advertisements in Southern Utah County. Sen. Bowen, an incumbent, was re-elected. Mr. Warner's campaign was unsuccessful. Both men said they have requested their campaign workers to make every effort to remove other signs quickly. After a reasonable time has elapsed, elap-sed, the two men asked to be notified if their signs are still littering lit-tering the countryside. Looking i Ahead I hv Or. George S. It is not a new plan, for it was enunciated by ' an early Kremlin leader when he said, "First, we will take Eastern Europe, then the rest of Europe, Africa, Asia and then South America. We will encircle that last bastion of capitalism, the United States, and it will fall into our hands like an overripe fruit." Angola was a shake-down cruise for the strategy of using - Moscow leadership and military hardware, Cuban troops, and local communist agitation to effect what Castro has called "the liberation of an " entire continent." Not only was ' Angola an exercise in this strategy, it was also a testing ground to determine the will of the United States to resist . Russian backed communist expansion. It was Castro who ordered Torrijos to "cool it" so -far as his threats to blow up the Panama Canal if he didn't get his way was concerned. The Panama Canal as an issue in the coming election would have gotten the truth to the American people and would have hardened har-dened their will to resist the communist take-over of that vital waterway. Already 36 . United States Senators had signed a resolution against ratification of the Kissinger proposed treaty. That is enough to defeat it. A recent public opinion poll showed that an overwhelming majority of the American people were strongly opposed to the Panama Canal giveaway. So, the entire subject was dropped. Why, and on whose orders? The Strategy . . . Moscow Style There appears to be hope for the defeat of enough of those 36 Senators so the new treaty can be ratified by the new Congress. But, "liberation" by military force of the Panama Canal, Puerto Rico. Venezuela . . . and the entire ''continent" is the final, battle plan of the new strategy. Russia has new and modern nuclear submarine bases in Cuba . . . she will supply the equipment as she did in Angola. Cuba will supply the troops and local communists will supply the agitation and the terrorism. The fact of the matter is . . . Russia is engineering a confrontation .. with the United States which will test the love for freedom of all Americans. Russia is convinced con-vinced that the American people will not fight to keep their territory, nor to defend successfully the homes of their neighbors. When Russia took Eastern Europe after World War II, we did nothing but talk. When Hungary, Czechoslovakia, Poland and East Germany fell, we did nothing but talk. We fought for a while in Korea and Vietnam ... but finally our no-win no-win policy permitted no victory in either country. If America plays it safe, we will loose the Panama Canal and finally much more. Should we show a solid front with a firm determination deter-mination to permit no successful suc-cessful invasion of our territory, we would keep the Panama Canal and there would be no war.
