Har-mer Har-mer the proposed interchange expected to provide access to Interstate 15 beneath them by next summer. 1-15 interchange completion set Utah's Department of Transportation (DOT) by week's end plans to brush aside the last roadblock in the path of oft-delayed oft-delayed construction of a $400,000 freeway interchange tieing Interstate 15 to 800 South in Payson. State Sen, Robert O. (Bob) Bowen of Spanish Fork made the announcement after he was assured by Santaquin native Blaine Kay, DOT director, that it is doubtful the long-sought freeway access will encounter new obstacles. - "Blaine has given me every assurance 'all systems are go' this time," Sen. Bowen reported. "Payson, Genola, Spring Lake and West Mountain should have more convenient freeway access by next summer." The disclosure "should please everyone in the Payson area," the senator said "Particularly those newcomers in the booming residential southwest section of the city. Equally important is that it will help relieve badly congested conditions at old Highway 91 intersections with Main Street and Utah Avenue by giving many easier access to the freeway." Agriculturalists, especially fruitgrowers, are just as anxious to see the 800 South interchange become a reality. Utah Avenue has become a bottleneck serving West Mountain and the interchange in-terchange will take a great deal of pressure off that route. Bowen pointed out. The interchange, programmed program-med as part of the original freeway project, was deleted at that time for economic reasons. It was all set again a couple of years ago, but was postponed because the energy crunch cut sharply into gasoline tax revenues which help finance highway construction. Sen. Bowen said those problems now have been resolved. The project, estimated to cost $410,000, is scheduled to go to bid in November providing there are no major environmental en-vironmental objections. None is anticipated, the senator said he was told by Director Kay. The Federal Highway Administration Ad-ministration this week is expected ex-pected to file its comment on an environmental assessment prepared by DOT. That will permit Utah to prepare a final negative environmental declaration so -DOT can begin negotiations to purchase right-of-way for the proposed standard stan-dard diamond interchange. If the negotiations proceed without a hitch, the job can go to bid in November. This timetable calls for the project to be finished next summer. Total Bryce Canyon travel for the year through August is 478,381, an increase of 9 percent over the same period in 1975. In August 7,058 campsites were occupied, presenting an increase of 13 percent over August, 1975. Campground use for the year is 16 percent greater than in 1975. Sunset campground will close as travel declines. North campground will close November first.
