Throughout the state, property taxes rose by 8.9 percent last year and have increased 93 percent since 1960. These were some of the facts revealed in an analysis prepared by Utah Foundation, the private tax research organization from property tax data compiled by the property tax division of the Utah State Tax Commission. The Foundation study shows that schools continue to receive the largest share of the property tax receipts. State and local taxes levied for the support of public schools in Utah County during 1971 amounted to $9,871,719, or 66.7 percent of all property taxes imposed in the County. Taxes for general county purposes amounted to $1,969,208 (13.3 percent of the total), municipal taxes were equal to $2,733,030 (18.4 percent), per-cent), taxes imposed by special taxing districts totaled $224,245 (1.5 percent), and bounty taxes amounted to $9,555 (0.1 percent) in 1971. Throughout the state, school taxes (both state and local) accounted for 61.9 percent of the total property tax load during 1971. Property taxes imposed by county governments were equal to 20.9 percent of the total, city and town taxes amount to 12.7 percent, taxes levied by special districts totaled 4.4 percent, and bounty taxes accounted for 0.1 percent of the Utah property tax load last year. In an analysis of who pays the property tax, Foundation researchers note that owners of commercial property in Utah paid $7,291,902 or 49.2 percent of the total property taxes charged in Utah County last year. This compares with property taxes of $5,259,349 ( 35.5 percent of the total) on residential property, $1,260,070, or 8.5 percent on motor vehicles (passenger cars, and trucks), and $947,209 (6.4 percent) on agricultural property (farm real estate, farm buildings, machinery and livestock). The report notes that for the state as a whole approximately 52.3 percent of the property tax WJonday JU oCog MONDAY. During the past several years the proportion of total property taxes paid by owners of industrial in-dustrial and commerical property has risen somewhat. In 1969 taxes on industrial and commercial property made up 50.5 percent of the total. This increased to 51.6 percent in 1970 and to 52.3 percent in 1971. Higher taxes on mining property accounted for most of this rise. According to Foundation study, the four-step phase out of the inventory tax in Utah now is at the half-way point. F.
