Show A8 Wednesday, January 23, 2008 eds seek draft environmental impact statement Federal officials held a public hearing Thursday in Salt Lake City to gather comments on a draft programmatic environmental environ-mental impact statement (PEIS) regarding the designation of energy en-ergy corridors on Western lands under the control of the Bureau of Land Management and the U.S. Forest Service. But last week's meeting wasn't the only opportunity for comment on the energy corridor corri-dor plan, which was part of the Energy Policy Act of 2005. The public can still offer comments on the proposal online and in writing until Feb. 14. Under the direction of Congress, Con-gress, the departments of Agriculture, Ag-riculture, Commerce, Defense, Energy and the Interior are proposing to designate corridors corri-dors on federal land for locating future oil, natural gas and hydrogen hy-drogen pipelines and electricity transmission and distribution infrastructure in the West. These corridors would be the agency-preferred locations where pipelines and transmission transmis-sion lines may be sited and built in the future. The Advance Health Care Directive Act replaces the living will and power of attorney for health care forms with a single advance health care directive, according to Maureen Henry, executive director of the Utah Commission on Aging. The new law was enacted to make it easier for people to give instructions about their health care wishes. The advance health care directive, which can be completed without a lawyer, allows people to appoint an agent FIELD HOUSE NOTES Formations In common, everyday English, a person might say, "The Red Fleet behind Red Fleet Reservoir areinterestingrockformations." Living wills and powers of attorney signed before Jan. 1 remain valid, but the old forms provided limited choice and did not help when direction was needed most, according to Henry. Both uses of the word are correct in their own way, but only the second use has any scientific meaning. A formation, to a scientist, is a set of sedimentary, metamorphic, or igneous rocks recognized by certain characteristics, and by its position in the rock column. For sedimentary rocks these characteristics charac-teristics commonly include rock type (sandstone, shale, and limestone) lime-stone) or collection of fossils. For example, the Morrison Formation is mostly a soft banded shale with some interbeds of sandstone. "Phase two is designed for friends and family members who may fear that a loved one is using meth," said Lisa-Michele Church, co-chair of the task force. "We've been encouraged by the discussions generated through phase one, which addressed warning signs and women as the most common users." Church said with phase two, organizers want to continue the education and discussion about the realities of meth as well as provide tools to friends, family and users who are seeking help and recovery from meth. Community activities and conversations surrounding the meth issue in Utah have flourished throughout the first phase of the campaign, which was launched Sept. 24, Church said. "The campaign has impacted citizens across the state and compelled award-winning singer and musician Sarah McLachlan to donate the use of her song, 'Answer' to the phase two television commercial," Church said. The ad uses McLachlan's music through a nostalgic montage that follows sisters through childhood and into and Diplodocus are examples). This is the formation that produced pro-duced the bones of Dinosaur National Monument. In contrast, the Weber Sandstone Sand-stone is recognized by its thick, cliff-forming sandstone with large sweeping cross beds. Position in the area's rock column col-umn is also important; the Morrison Mor-rison is between the Cretaceous Gedar' Mountain Formation (above) and the Jurassic Stump Formation (below). In contrast, the Weber Sandstone is between the Permian Park City Formation (above) and the Pennsylvanian Morgan Formation (below). Because meth use is not limited to urban areas, phase two efforts also include local community involvement. Materials and state resource support have been provided to county administrators and treatment professionals across Utah that will allow them to take the campaign message directly to the citizens in their communities. "Outreach and community involvement are critical to ending meth use in Utah," said Church. "We can stop meth use by working together within our communities, recognizing the signs of meth use and taking action to help a loved one combat their meth use." Methamphetamine use has been a serious, ongoing issue throughout the state of Utah for several years. In fact, according to the state Division of Substance Abuse and Mental Health, meth was the top illicit drug of choice among all individuals admitted to public treatment programs in Fiscal Year 2006, comprising 30 percent of all treatment admissions. That's an astonishing 400 percent increase in admittance for meth use from 1995 to 2006. The task force was established in January 2006 as a collaborative effort of the governor, state agencies, and the Utah Association of Counties. describe that layer of rock. Usually, the formation is named after a nearby natural or human feature, close to the place where the formation was first studied. The Morrison Formation was first studied near the town of Morrison, Colo. The area where the formation was first studied and described is known as the type locality;' 1 1 " A rock column is the series of formations that is found for one specific location. For example, if you were to drill, or core, a vertical hole in the ground to the oldest formation, the core that came from that vertical hole would represent the rock column for that location. Similarly, if you were to walk through all of the formations exposed in a region, such as Uintah County, those formations would represent the local rock column. The rock column varies from place to place, because certain formations were deposited in some areas, but not in other areas, ar-eas, or are replaced by equivalent formations with different names. The Morrison Formation is only found in Utah, Colorado, Oklahoma, Okla-homa, New Mexico, Arizona, Wyoming, Montana, and North and South Dakota. The extent of formations reflects the conditions in which they were deposited (ocean, flood-plain, flood-plain, desert, etc.) at a given place and time. So different formations of the same age in different places can be placed on a map to show prehistoric geography and tell a story of past environments - a map of the Jurassic, for instance. in-stance. Because Vernal's geological history was unique, unlike any other place in the world, Vernal's rock column is not duplicated anywhere else. It is unique, like a fingerprint. I I L |
