UINTAH COUNTY VERNAL CITY INTERLOCAL AGENCY PUBLIC HEARING FOR SALE OF PROPERTY The Uintah County Vernal City Interlocal Agency (UCIA) hereby gives notice of the sale of property located at approximately 800 South 1830 West, Vernal, Utah. Completed SSD road improvement projects revert to Uintah County By Elizabeth Goode Express Writer In the Sept. 18 County Commission meeting meet-ing the Uintah Special Service District (SSD) returned to the County Fidlar Road Phase 1, 5.7 miles, and the 11 miles of Stanton Road. Also turned back to the County is the entire chip seal project of over 140 miles; 700 South to 2500 South on 1500 West; and 3500 West from 500 South to 500 North. Work is nearly done on the first section of 1500 West from 100 North to 500 North, with main road and driveways paved. A culvert is being placed at approximately 700 North, so closures clo-sures from 500 North to 1500 North are intermittent. intermit-tent. Paving is anticipated to be complete on 1500 West by the end of October. County Commissioner Dave Haslem, Quentin Johnson, Roads Department Superintendent, SSD Board Member Gene Nyberg, and Cheri McCurdy, SSD Executive Office Manager, made a final inspection of both Fidlar, Phase I, and Stanton Projects. On what may have been the last day of the very warm weather, Troy Ostler, lead project engineer, guided the inspection team through the Stanton chip seal project beginning at Little Bonanza and heading east to Colorado. The original orig-inal tar sand road, approximately 4.5 miles, was patched and had four chip seal coats, resulting in a one inch additional surface. On the remaining remain-ing portion of 6.5 miles, all of the failed areas were cut out and patched and a third chip seal was placed. The inspection drive demonstrated that washboard surfaces were skin patched very effectively. The failed areas had occurred because there was a thin layer of gravel sand or powder on a ledge of solid rock. The weight of truck traffic washed it out and pushed the base from the rock surface. Allred Paving surface-milled to a depth of three to six inches; this material was then graded, mixed with water and shaped into place. Commissioner Haslem commented, "There were never reports from west-bound traffic. The failures reported were on the eastbound side from drivers of loaded trucks. Ostler said that even with the failures there were fewer calls than there had been regarding the washboard." The total cost of the 11 miles of chip seal on this maintenance road that was originally a native base will be just over $900,000, as opposed to $1 million per mile for reconstruction and paving. Prior to Phase I, it was continual washboard wash-board with a posted speed of 35 mph but traffic couldn't move at that speed because of the condition con-dition of the surface. With the new surface, it will not washboard because the chip seal keeps the underlying gravel from moving and forming into a washboard. The project completion makes this 11-mile portion of Stanton road eligible for a different class of UDOT funding, having changed from gravel to B classification, for a funding increase of $24,000 per year. According to Ostler, there were about 15 major repairs in the six miles, which is fairly good. Following the closure of the successful inspection, inspec-tion, the final "fogging" will be completed, turning turn-ing the road black, and then a center stripe will be applied. This corrected and improved road, 26 feet wide, ties into the Colorado paved and improved road. Construction signing has been removed and the speed limit posted ranges now from 35 to 45 mph. Commissioner Haslem said that calls received during the Phase I process were not complaints but reports of problems that have now been corrected. "Brenda Wilkins, the mail lady, loves it," said the contract representative, Joe Burdick. "She was very helpful, reporting any problems she experienced on her daily travels on the road." Traffic on the road has increased tenfold; ten-fold; prior to the work the average daily traffic count was 10 to 15 vehicles. Already there are nearly that many each hour since the improvements improve-ments have been made. If the chip seal process is repeated on a regular regu-lar basis, there will a one- to two-inch asphalt surface. This was the process referred to as "macadam" used on the main roads in the eastern east-ern United States. After the center striping, the road will be returned from the Uintah Special Service District back to Uintah County for maintenance. Phase I of the Fidlar Road Project, 5.7 miles long, is up to finished gravel grade. Phase I seems to be holding up very well; it has not been graded in over a month. Water stays off the road, running in the bar ditches and out the culverts. "During a recent rain storm, the culvert cul-vert was 34 full, instead of the water running down the road," remarked Ryan Chapman of Nile Chapman Construction. A plastic index is used in the gravel for a binder to keep the gravel grav-el in place. There has been some damage done by chains being left on trucks coming from an unimproved unim-proved road. The project ends at the Tribal cattle guard. The county should experience a cost savings by not having to grade the road so often; and the greatly improved roadway will a savings for the truck companies that travel on it regularly. Fidlar Road Phases II and HI will be started in October from Bonanza and work toward the finished Phase I portion of the road. About eight months of design was done on the 17 miles of road for phases one, two and three. "BLM was really good to work with to get the right-of-way on this project; the first alignment has been approved and is staked," Ostler said. Road materials will come from the sides of the road, which are high because of years of traffic on the old road. In some areas the grade will be reduced; in other spots where there are dust pockets that become mud holes in winter, culverts cul-verts will be placed beneath the surface materials. materi-als.
