PUBLIC NOTICE QEP RED WASH CLASS IIIB LANDFILL Questar Exploration and Production (QEP) has submitted a permit renewal application to the Executive Secretary of the Utah Solid and Hazardous Waste Control Board to renew Permit 9906R1 to operate a Class IHb landfill. This landfill, called the QEP Red Wash Landfill, will be permitted to dispose of nonhazardous wastes associated with oil and gas production operations, opera-tions, office wastes, shipping ship-ping waste, and incidental inciden-tal wastes generated by meals. The landfill is located a approximately 20 miles southeast of Vernal, Utah on Deadman Bench. The Utah Solid and Hazardous Waste Control Board grants operating permits for five years. The permit renewal renew-al application and subsequent subse-quent response to requests for additional information have been reviewed and found to be complete and a draft permit has been prepared. UNDERGROUND INJECTION CONTROL , - PROGRAM PUBLIC NOTICE AND OPPORTUNITY TO COMMENT Newfield Production Company 1401 Seventeenth Street, Suite 1000 Denver, CO 80202 PURPOSE OF PUBLIC NOTICE: The purpose of this notice is to solicit public comment on a proposal by the Region 8 Ground Water Program office of the U.S. Environmental Protection Agency (EPA) to issue or modify an Underground Injection Control (U1C) Permit that authorizes the underground injection of fluid via a Class II injection injec-tion well or wells: SUNDANCE STATE 7-32-8-18 1915' FNL & 1800'FELSWNE S32, T8S.R18E Uintah County, UT BACKGROUND: The well(s) is for injection of a fluid, such as water or brine produced during dur-ing conventional oil or natural gas production that may be commingled with waste water from gas plants which are an integral part of production produc-tion operations unless that water is classified as a hazardous waste at the time of injection or for the enhanced recover)' of oil or natural gas. The Sundance State No. 7-32-8-18 is currently cur-rently an active Green River Formation oil well. Newfield intends to convert con-vert the subject well to an enhanced recovery injection well to support existing Green River Formation enhanced oil recovery operations. The approved injection zone is the gross interval ' within the Green River 1 Formation from 3978 feet ' to the tofif'the Wasatch Formation at approximately approxi-mately 6313 feet, which includes the Garden Gulch, Douglas Creek and Basal Carbonate Members of the Green River Formation. The injectate will be a blend , of water from the Johnson Water District reservoir and produced Green River water. The TDS of the blended injectate has been analyzed as 7071 mg1. No water wells are present within one-quarter (14) mile of the Sundance State No. 7-32-8-18. Cement records for this well do not show that adequate ade-quate cement was placed in the Confining Zone annulus. Therefore, within with-in 180 days after beginning begin-ning injection, the permittee per-mittee will conduct a Part II (External) Mechanical Integrity Test to confirm that the injectate will remain within the authorized autho-rized injection interval. The EPA has made a preliminary decision to approve this Class II enhanced recovery injection injec-tion facility, and by doing so any underground sources of drinking water (USDWs) will be protected. protect-ed. Therefore, the EPA is serving notice of an intent to issue a Class II Permit for the Sundance State No 7-32-8-18. A Draft Permit or modification modi-fication has been prepared in accordance with provisions provi-sions of the Safe Drinking Water Act (SDWA) as amended (42 USC et seq) and other lawful standards and regulations. The EPA has made a preliminary determination that all underground sources of drinking water will be protected. The Permit is issued for the life of the well unless modified or terminated. This Permit or modification, modi-fication, once issued, authorizes the conversion of a non-injection well or wells to an injection well and operation as an injection well. Operation of the well(s) will be governed gov-erned by the requirements and conditions specified in the Permit or modification. modifica-tion.
