Service District makes progress despite lowered asphalt supply By Elizabeth Goode Express Writer The Uintah Special Service District reports the completion of 140 miles of chip-seal projects. proj-ects. This process improves the integrity of the road, adding five years to the life of the road. The USSD does not plan to chip seal next year. Targeted completion of all of 1500 West project, from 100 North to 2500 North is the end of September, depending on the asphalt supply. Paving is scheduled to begin on the first section, from 100 North to 500 North, on Sept. 11. Phase I of Fidlar Road will have the final inspection on Sept. 13. Phases II and III will be kicked off this fall. In the heart of the oil field, Fidlar, one of the main service roads, will have 17 miles of road brought up to a high gravel standard when all phases are completed. This is from Mountain Fuel Road to Bonanza Highway. On Mountain Fuel Road, Phase I, Contractor Nile Chapman Construction is placing plac-ing culverts. The Mountain Fuel Loop Project is in the process of construction of four miles this year, beginning at the Mountain Fuel Bridge. The remaining 12 miles, which continues con-tinues to Seep Ridge Road, will be finished in 2007. When completed, com-pleted, the road will be up to standard gravel. A final decision will be made Sept. 6 by the USSD Board, as to who the design engineer will be on the Main Street 2000 West Project. Construction is anticipated to be bid in the fall of 2007 and may tie in with the time frame of the USUUBATC building project. The Uintah Special Service District has a very strong board that evaluates projects and makes fair decisions. Board members Mike Slaugh, Clark Hall, Merlin Sinfield, Gene Nyberg, and Brent Brown represent rep-resent different areas of Uintah County. The goal of every team is to work together as a whole, and this Board seems to accomplish accom-plish this well. The USSD Board will be looking at other projects within a month or two. BLM announces availability of Questar Winter Ridge Pipeline Extension EA The Vernal Field Office of the Bureau of Land Management (BLM) - United States Department of the Interior, announces the availability avail-ability of the Questar Winter Ridge Pipeline Extension Environmental Assessment (EA) for public review and comment. com-ment. The EA describes 22.0 miles of buried 12-inch diameter steel natural gas pipeline, which is proposed to deliver gas from natural gas wells located on Federal and State leases along Wolf Flats, Flat Rock Mesa, and Winter Ridge areas, to a proposed compressor station sta-tion that would be located on state of Utah lands. The project proj-ect is located approximately 65 miles south of Vernal within Township 15 South, Ranges 19-22 19-22 East of Uintah County. The Proposed Action would require the construction and burying of 70,403 feet (13.3 miles) of pipeline on Ute Indian Tribal lands, 5,341 feet (1.0 miles) on state of Utah lands, 3,733 feet (0.7 miles) on Utah Division of Wildlife Resources lands, and 36,494 feet (6.9 miles) U -fas- J? ij Micro-chipping and vaccinations are also available during Big Fix. on BLM lands. It would also require the construction of two 1,340-horsepower Caterpillar 3516 low-NOx internal combustion combus-tion (IC) compressor engines, a 10 MMScfday dehydration unit, and associated auxiliary equipment on state of Utah lands. BLM's approval authority author-ity is limited to the actions on BLM public lands. However, in accordance with the National Environmental Policy Act, the potential environmental impacts of the entire proposed action are analyzed in this EA because they are connected actions. The public comment period begins on Sept. 1, 2006, and ends on Sept. 15, 2006. The BLM Vernal Field Office invites you to comment on this document, particularly with respect to the adequacy of the analysis of environmental impacts. MISSING FLUID DENSITY GAUGE, RECOVERY OF DEVICE IS SOUGHT A local company has notified the Nuclear Regulatory Commision (NRC) that a portable fluid-density gauge containing a sealed source o low level radioactive material has been discovered missing in Vernal, Ut. Superior Well Services based in Vernal, UT reported to the NRC on August 20, 2006 that one of its employees acknowledged a Thermo Electron 5192 density gauge was missing from the truck that was carrying it. The gauge is made of painted ' gray steel with painted red steel . pipe-ends and has a "Radioactive II" stamped stainless steel tag on the bottom. The dimensions of the gauge assembly with the pipe ends are 36"x19"x8". The weight of the gauge and its accessories is approximately ap-proximately 150 pounds. IT ' 4V We are asking that anyone in the area who has information about the missing gauge to call the NRC Operations Center, the Vernal Police Department or the Uintah County Sheriffs Office immediately. As long as the device is not tampered with or damaged, the gauge would not present a hazard to the public. The device contains approximately 200 millicuries of CS-137. The gauge makes its measurements by projecting a focused beam emitted by the source to a detector and then displays the count rate on a remote re-mote computer through an electronic port on the top of the gauge.
