The book written by Norman Crampton,, ranks the most livable small town coast to coast The towns for the book are selected by size, location, growth rate, per capita capi-ta income, local bank deposits per capita, proportion of residents in the 25 to 34 age group, crime rate, number of physicians, public school expenditure per pupil and percentage percent-age of population with at feast a bachelors degree. Other criteria are: Is the town a county seat? Does it have a newspaper? Daily or week ly? Does it have a college or university? univer-sity? Is there a formally organized program to train residents to assume positions of community responsibility? responsibil-ity? Is there a community economic development program? Is the town a "Main Street" town member of the national organization that assists town with downtown redevelopment? redevelop-ment? and Is there a local program to assist low-income residents in acquiring housing, such a Habitat for Humanity? In the second edition of the book. Vernal was ranked 99th.
