NOTICE OF PUBLIC HEARING Change Oxygenated Gasoline Program The Air Quality Board proposes to amend the R307-8-1, 2, and 3, to shorten the oxyfucl period peri-od in Utah County to conduct a study of the effects ef-fects of oxyfucl, to postpone post-pone implementation of oxyfuels in Salt Lake, Davis and Weber Counties, Coun-ties, and to postpone implementation im-plementation of 3.1 oxygenate content in Utah County until 1996. The definition of "Control "Con-trol Period" in R307-8-1, is changed so that oxygenated oxy-genated fuels will be required re-quired in Utah County November 1, 1995-Jan-uary 15, 1996. For subsequent subse-quent years, the control period will be November 1 through the last day of February. Shortening the-season the-season in 1995-96 will allow al-low a comparison of the effect on carbon monoxide monox-ide and PM10 with and without oxygenated fuels. In the definition of Destination Desti-nation in R307-8-1, specify spec-ify that the destination for 1995- 96 is Utah County, and the destination for 1996- 97 includes Davis, Salt Lake, Utah and Weber We-ber Counties. There have been no violations of the carbon monoxide standard stan-dard in Salt Lake, Davis and Weber Counties for many years and the State is in the process of requesting re-questing that these areas be redesignated to attainment. attain-ment. Redesignation would remove the oxyfu-el oxyfu-el requirement. In R307-8-2, postpone the beginning of the control con-trol period for Salt Lake, Davis and Weber Counties Coun-ties from 1995 to 1996. The expectation is that these counties will not need to implement the requirement re-quirement at all. In R307-8-3.1J3, postpone implementation imple-mentation of 3.1 oxygenate oxy-genate in Utah County until November 1, 1996. Implementation of 3.1 requirement would interfere inter-fere with conducting the study in the winter of 1995-96.
