Stewart, age 61, is up for re-election as Uintah County Sheriff. He is a high school graduate and has had extensive police training. Political background: Been an active ac-tive Republican all my life. Sixteen years as sheriff. Has been a local and state delegate for the Republican party. Rate the following issues in order of importance and explain why: budget, administration, personnel matters, public relations, and dealing with commissioners. 1. Budget : It takes money to run the department and at the same time we must be mindful of how we spend it. 2. Administration. It takes a good administrator ad-ministrator to ruri the department in a proper manner. 3. Commissioners: We have to get along in order to accomplish ac-complish better things for the county. 4. Personnel: We must be mindful of our personnels' needs in order to keep them performing at the highest level of efficiency. 5. Public Relations: The public has the right to know what is happening and what our performance is. In your opinion does the County Sheriff's Department have adequate personnel and equipment to provide effective law enforcement in the county? coun-ty? Explain why. Yes, we have coverage oh both sides of the county and our officers are able to respond to calls at a reasonable time. Through our efforts past no. 1 crime is down in the county and the jail is running at near capacity and generating a large amount of revenue for the county at the present time. His education consists con-sists of a high school diploma and 130 hours of college credit. Political background: This is the first time he has competed for an elected office. Rate the following issues in order of importance and explain why you rated each: budget, administration, personnel person-nel matters, public relations, and dealing deal-ing with commissioners. 1. Public relations: Oftentimes as a deputy I heard citizens say, "Why should I call the Sheriff's Department, they won't do anything anyway." The fact that the public even thought that really upsets me. As officers, we are to serve and protect all citizens of Uintah Uin-tah County equally. The officers can not do their job properly without the backing of the public. Recent incidents have occurred involving department personnel show valid reasons why public relations is so very important. I can not explain the details of the incidents, in-cidents, but I do question why the department did not make available to the citizens facts for actions that were or were not taken. 2. Administration: The positive administration ad-ministration of any business or government is mandatory for success. The chief adminstrator (sheriff, in this case) must be a person that is able to deal in many fields. He must be able to, 1) lead his subordinates by example, exam-ple, 2) be extremely knowledgeable in all current laws and court decisions, 3) be a fair disciplinarian, 4) know how to deal with budgets to ensure the best expenditures of our tax dollars, 5) be a strong public relations man to ensure the public stays informed, and mostly most-ly 6) ensure that all people in Uintah County receive equal and just protection protec-tion under the laws that the sheriff has vowed to uphold regardless of that person's per-son's position or affiliations. 3. Personnel matters: As in any occupation, oc-cupation, law enforcement has personnel person-nel problems occasionally. These problems pro-blems can include morale, discipline, job assigment, personality conflicts, physical fitness, or numerous other areas. A strong administrator should be able to deal fairly and justly with most problems, but be able to refer to professionals for problems outside his expertise. 4. Budget: Any budget must show fiscal responsibility. This includes trimming if needed, receiving bids from local merchants to ensure the lowest price paid for items and yet keep the money in the local area, and justifications of expenditures to the taxpayers. To help bring the current budget in line, two areas that I would immediately take action on would be limit the use of vehicles by off-duty officers of-ficers and insure that 8 hours pay was earned by 8 hours of work. 5. Dealing with commissioners: As in any field, people have to report to someone, In this case the Sheriff, mast report to the commissioners as well as the citizens of the county. I feel that in dealing with the commissioners, if the administrator Is able to justify his requests re-quests to the commissioners as well as the public, the majority of his requests will be approved. For too long requests have been made with little or no Justification. Again, I believe an informed in-formed commission and public will support decisions and requests from the sheriff. The commissioners and sheriff must work as a team to ensure the best possible law enforcement and community programs In Uintah County Coun-ty as well as fiscal responsibility In the spending of our tax dollars. The Sheriff's Department lias had two patrol deputies resign without replacements being hired, Due to the Improper assignemcnta this caitscs a shortage of patrol personnel and in effect, ef-fect, cheats the citizens out of adequate ade-quate la enforcement coverage. Administration: If a good administration ad-ministration exists in any organization then the other four items are automatically taken care of. The administration ad-ministration must be effective and based on sound management practices. prac-tices. In a police organization, a well planned structure, chain of command, unitv of command and other principles must be present for the accomplishment accomplish-ment of the police mission. 2. Personnel matters: Any organization organiza-tion must have a fair and disciplined personnel system. This results in recruitment of competent personnel. It also allows the department to retain these personnel, once they are trained train-ed and working at acceptable levels. An organization is only as good as the people in it. 3. Public Relations: "Law and Order is Everyone's Business." That is the sum total of my feelings on the issue. For police to be effective (and as efficient effi-cient as possible) they must have the support of the citizenry. Without it law enforcement will not be successful. 4. Budget: The organization must be staffed at acceptable levels. Funding for programs must be total. Planning and programs should keep funding and use of tax dollars at only necessary levels, but the fact is the Sheriff's Department must have adequate funding fun-ding to carry out its responsibilities. 5. Dealing with commissioners: Any public official must work within the system to accomplish the function of government on all levels. It is important impor-tant to work well with commissioners in gaining support for programs and in keeping the people advised about the state of affairs of their business. Relationships between elected officials should be based on mutual respect and be straight forward. In your opinion does the County Sheriff's Department have adequate personnel and equipment to provide effective law enforcement in the county? coun-ty? Explain why. As far as I can see yes. Not being in the department makes this difficult to answer unequivocally. Based on the current manpower levels and on my experience in staffing and allocation, I would have to believe that staffing is adequate. Some shuffling of responsibility and manpower appears to be necessary in putting the resources where they belong. It is nice to have a police officer of-ficer in a dog suit in the schools if you have adequate manpower on the street and in investigations. I feel the equipment is adequate from what I have observed. nor are ail the areas of the county patrolled. However, I do strongly believe that adequate coverage of the county and better service can be provided pro-vided by reassignment of officers from other divisions as well as a sheriff and chief deputy who also work patrol shifts. Through cooperation of all the law enforcement agencies In the county coun-ty and a realignment within the department, enough personnel can be found already on the payroll to provide proper law enforcement coverage for our county. Personnel matters : All of the personnel per-sonnel in the Sheriff's Department contribute to the effectiveness of the department. If you don't function properly pro-perly then we all suffer in one way or another. With proper training and attention, at-tention, the personnel will become more confident in their capability and be able to do their job more effectively effective-ly and professionally and thus be more productive to the needs of the citizens of this county. 2. Administration: The Sheriff needs to set the example for all the divisions . within the department. He should oversee and direct the programs within the various divisions of the department and see that they are carried car-ried out through the chief deputy. 3. Public Relations: The public so often does not fully understand the function of the Sheriff's Department; the services performed by the department depart-ment and the effect it has on the general public and the criminal element. ele-ment. Better knowledge of the way the department works will bring better understanding to the public about how and why things are done. A citizens advisory ad-visory committee would help in this relationship. 4. Dealing with commissioners: Commissioners don't set policies within the department but they have influence over some of the programs and I think a good working relationship relation-ship with them is important. If we have problems in an area, we need to be able to look at them objectively and work with one another to resolve them. 5. Budget: The budget is important but it comes around only once a year. After the budget is set then we have to work to live within it and perform the services expected of us. In your opinion does the County Sheriff's Department have adequate personnel and equipment to provide effective law enforcement In the county? coun-ty? Explain why. I am finding that everyone's opinion on effective law enforcement varies like the wind. If you want 24 hour coverage of more than one officer on duty for every 12.000 residents, then we do not have adequate personnel in the patrol division. Other areas of the department seem to staffed adequately. adequate-ly. I feel a change in manner and disposition (personality) in administration ad-ministration would increase productivity produc-tivity in all areas of the department. There are shifts that only one officer is on duty for the entire county. As for equipment, I think that we are lacking In this area. I feel that as first responders In the patrol division we need to be ready to handle any situation situa-tion we are called to. The right equipment equip-ment is very Important and essential to the desired outcome of many of the situations we are Involved with. We are in this business to provide help to those who need 11 and need it now. We need the right equipment and training to be successful in the final outcome. ; ft Alvin G. Nash Alvin Nash Alvin G. Political background: Represented the taxpayers in two unsuccessful actions ac-tions before the Utah Supreme Court, ran for county attorney on Independent Indepen-dent ticket four years ago, is one of the original organizers of the Uintah Taxpayers Tax-payers Association. What is your response to people who question the usefulness of a county attorney? at-torney? How have the responsibilities of the Uintah County Attorney changed chang-ed in the past three years? If the county attorney performs his duties in the manner that he is supposed suppos-ed to do, his office is one of the most important positions in the county government. He is the people's advocate, ad-vocate, not only to see that the laws are properly enforced, but also to see that public officials adhere to the limitations of law put upon them. As for the last several years, the holder of this position has abdicated his responsiblity and instead of being the people's advocate has used his position to allow public officcials to circumvent the clear intent and spirit of the law. If you are elected as county attorney, at-torney, what would be the major changes you would make upon taking . office, or do you feel no changes should be made? Explain. I would do away with the full-time deputy, reduce the budget to $100,000 per year from the present $170,000, 1 would establish a priority in the offenses of-fenses that are prosecuted to insure that serious law violations are successfully suc-cessfully prosecuted and the time of this office is not overwhelmed by trivial traffic and peace violations. Also I will attempt to make everyone, regardless of position, equally responsible respon-sible and answerable to the law. A rainbow in the morning usually means that rain is on the way, not over. What is your response to people who question the usefulness of a county attorney? at-torney? How have the responsibilities of the Uintah County Attorney changed chang-ed in the past three years? Under the present law of the State of Utah, the county attorney has three main jobs : 1. He is responsible for prosecuting pro-secuting all criminal and traffic charges brought in the name of the state of the county. Since Jan. 1983, 1,100 cases have been handled by the county attorney's office; 2. He' is responsible for advising and representing represen-ting the county and its officials on matters mat-ters of law which may affect the county; coun-ty; and 3. He is required by statute to represent certain state agencies in matters which take place in the county. coun-ty. By law, all of these functions must be performed by a licensed attorney. During the last three years, the federal courts have greatly expanded the circumstances under which a county may be sued and made to pay damages. Both the federal and state courts are constantly making decisions deci-sions which change criminal law. It is necessary for the county attorney to stay current on these changes in order to protect the people of the county and successfully prosecute criminals. If your are elected as county attorney, at-torney, what would be the major changes you would make upon taking office, or do you feel no changes should be made? Explain. I will continue to maintain an office and staff capable of handling all the duties required of the county attorney. I won't limit the office to the prosecution prosecu-tion of so-called serious crimes only, but will do my best to represent all people victimized by crime.
