By TOM HARALDSEN BOUNTTFUL-Expansion of the South Davis Sewer Improvement District's North Plant is about 80 percent complete and coming in Well under budget That was the report that district manager Dal Wayment presented to members of the Bountiful City Council Tuesday night. Wayment gave the Council an update of the district's expansion of both the north nor-th plant in West Bountiful and the south plant in North Salt Lake. Expansion of the north plant began 18 months ago, with an original cost estimate of just over $10 million. The district has been ' able to save money, however, on almost every phase of the expansion, expan-sion, including actual construction, design and administrative fees. Wayment reported that the district also benefitted from reception recep-tion of a $250,000 grant from the Utah Office of Energy to help pay half the cost of construction for a co-generation facility at the north . plant ; "Under co-generation, we can , convert the methane gas produced at the plant and use it to provide power," he explained to the coun- cil. 'This process not only reduces emissions, but will yield about a $25,000 savings to the district in just the first year." Even with the additional $250,000 in matching monies ' which the district added to the north ' plant's budget for the co-generation project, the current total for comple-; comple-; tion is estimated at $7,866,000, well below the original estimate. : The south plant will likely run almost $1.5 million higher than the original estimate, due to serious de- teriorization that has been , discovered. Wayment said extreme damage from sulphur compounds in " the plant is being studied to deter-: deter-: mine why the deteriorization is so severe. Co-generation will also be added to the plant's remodeling, but ' a grant is not available in the case of the south plant. : The district will also extend and replace its trunkline system as part : of its 20-year plan, bringing the estimated cost for completion of the entire expansion project to ".$13,021,000,. about $930,000 less ,; than originally budgeted.
