Show Real estate appraiser required to register All real estate appraisers practicing practic-ing in Utah will be required to be registered or certified with the Division Divi-sion of Real Estate in the Department Depart-ment of Commerce. During the 1990 Legislative Session, Ses-sion, Senate Bill 20, The Real Estate Appraiser and Registration Act, was passed requiring registration registra-tion and certification and setting standards of professional conduct. Gov. Norman H. Bangerter recently re-cently appointed a Real Estate Appraiser Ap-praiser Registration and Certification Certifica-tion Board which consists of seven people four appraisers, two public members and the Commissioner of the Department of Financial Institutions. Institu-tions. The board has been established to determine the experience, education and examination requirements appropriate ap-propriate for persons registered or certified under the requirements; and to consider the proper interpretation inter-pretation or explanation of the Uniform Standards of Professional Appraisal Practice. "Congress passed the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA S a vings and Loan "Bail Out" Bill) which required all appraisers ap-praisers to be state registered or certified cer-tified by July 1, 1991," stated Blaine Twitchell, director of the Division of Real Estate. "Our division is prepared to start registering and certifying appraisers within the next few weeks to comply comp-ly with the requirements of this law. If appraisers are not registered by July 1, appraisers will no longer be able to conduct appraisals on real estate or real property in this state." The Division of Real Estate has been given the authority to conduct investigations of appraisers registered or certified with the division divi-sion and those persons who are practicing as appraisers who are not registered with the division. The division will carry out disciplinary action against appraisers dealing in unregistered activity. Applicants for an appraisal registration must have attended a minimum of 90 hours of classroom instruction. A certification as a State-Certified Residential Appraiser Ap-praiser requires 120 classroom hours and a certification as a State-Certified State-Certified General Appraiser requires re-quires 165 classroom hours. Some of these hours may be substituted by proof of graduation from an accredited ac-credited university or college with a degree in economics, finance, or any acceptable field of study as dictated dic-tated by the board. After Jan. 1, all applicants will be required to pass an examination with knowledge of economics, and basic principles of real estate appraising. ap-praising.
