This face was brought out in a study of salary costs at Utah colleges prepared by Utah Foundation, the governmental research agency, and based on data recently gathered by the Utah Coordinating Council of Higher Education. The Foundation study shows that instructional salary costs at Utah's seven public institutions institu-tions of higher education rose approximately 57 between 1960 and 1965. Student enrollment enroll-ment at these institutions increased in-creased 51 during this same five-year period. This compares with a 31 increase in the instructional salary cost per student at Utah's public elementary and secondary schools. The cost of living index rose approximately 6 during this same five-year period. Although the per unit salary costs are higher at the two state universities than at the state colleges and junior colleges, col-leges, instructional salary costs per student credit hour for lower division students are less at the universities. The Utah Foundation report points out that the larger universities are able to keep salary costs low by employing graduate students as instructors for many lower division courses and by utilizing larger class sizes.
