Show , Milford Valley Water Users to Learn Quotas on March 1 Fifth Dist. Judge Will L. Hoyt will hand down a decision in the test case to determine the amount of water farmers may use, on March 1. The test case follows a court decree limiting use of water to 3 acre feet, later amended to 4 acre feet. A group of Milford water users, represented by E. G. Skeen of Salt Lake, contend they have the right, established through long use, to use as much water as they want. Robert B. Porter, attorney for the State Engineer's Office, countered coun-tered that water in Utah is a precious pre-cious commodity and "we must make the most efficient use possible pos-sible or stymie future development." develop-ment." The test case grew out of studies by the State Engineer dating back to 1941. On Dec. 13, 1957, pumpers pump-ers were limited to three second-feet second-feet per acre;, this was amended to four second-feet, and farmers allowed to use as much water as they wished, but any use above the four second-feet would be deducted deduct-ed from water allowed for the following fol-lowing year. Mr. Porter pointed out that according ac-cording to a survey conducted during the past year the efficiency rating of farmers in this area was "less than 20" on an average.
