Show policy told on 1101 lands secretary of the interior stewart L udall recently an approval of a major land conservation policy to be administered by the departments apartments part ments ts bureau of land management the no policy statement sets up a public interest test for all transfers of land out of federal owner ship according to the policy statement lands which cannot properly be developed under existing public land laws will be retained in federal ownership until the necessary laws can be enacted the department part ment will no longer continue to try to force present day land needs into the unworkable straight jacket of outdated out dated laws proposed legislation to meet present and future needs will be submitted to the congress in the near future the secretary said the policy statement also bars marginal agricultural developments on public lands by forbidding agricultural classifications under the land laws when the lands are more valuable for other uses or when such classifications would not be consistent with national agricultural policy in addition the land conservation er policy statement affirms the he departments Department lis position that the government must receive a full return for it property in terms of money or other values no party to a fransa transaction action with the govern ment should receive a windfall the secretary said he had directed director karl S landstrom of the bureau of land management to set up procedures to insure the full implementation of the policy statement including procedures to determine that the government will in tact fact re cleve cieve full value for public lands and that the Idi disposition or lease of public lands made pursuant to the PU public alic land laws must meet m ett the test of serving the public inter eshoo est the policy statement broadens and supersedes a more limited statement on an ti speculation policies bissu issued Z february 8 and |
