M Speaker of 01 the House State Representative Uintah and Daggett Counties Adjournment of the session of the Utah State Legislature h has s prompted numerous inquires concerning my observations of the proceedings The sum of my observations observations ob oh- has been that the House of Representatives this year achieved a higher degree of efficiency cooperation and communication than can be remembered in times past With such a working atmosphere atmosphere atmosphere at at- the House was able to secure passage of many legislative matters vital to the interest of Utah Central perhaps to the smoothness of operations this year was the fact that Representatives entered the session with a well-prepared well work schedule and outline of what was to be accomplished Also heavy vy reliance was pl placed ced upon the integrity of the standing committees to speedily process open public public- oriented discussions and recommendations of assigned legislation The effectiveness of the standing committees' committees efforts efforts efforts ef ef- forts was such that more public input on bills was received and anda a sifting committee to quicken the assessment of logged back bills was formed much later than normally is the case Another positive aspect of the session was the division of party control in the legislature With a Republican majority in the House and a Democratic majority in the Senate a check check- balance and-balance relationship was established necessitating party compromises on the handling of bills This relationship produced legislation favorable to a broader r brow der spectrum of citizen concerns in the state Particular concerns of citizens within the Uintah Basin Dasin were dealt with during the final days of legislative session seSsIOn Within the total one billion dollar appropriations package for the state of Utah a sum of was granted for the purchase of 13 size life-size dinosaur replicas by the Museum of Natural History in Vernal Confusion over Uintah and Duchesne county boundary lines was resolved through HB Also a bill bilt to raise the price of state stale gasoline tax by 2 cents was WilS struck down by the House on the final day The sum was appropriated for the completion of the Long Park Reservoir on the north side of the mountain which is so Important important important im im- for the development of irrigation and municipal water for the people of Daggett County Although the final day of session is past the legislature will wilt continue to address itself to issues important to Utah citizens citizen Interim committees of legislators will be formed to meet once a month and research issues presented to them These research studies will be scrutinized and prepared for presentation in the form of proposed legislation at atthe atthe atthe the convening of the next session I look forward to the next session and hope during the interlude to serve and represent the good interest of Utah and her citizens I 1 also want to express my appreciation to the people of Uintah and Daggett counties for their comments and support during this session and hope you feel that I have represented you fairly It is great to serve not only for you bu but t with you Thank you for this opportunity |
