Show Approval given to school board goals foals The Uintah County School District Board of ot Education heard and officially adopted a alist alist alist list of ot ten goals and objectives at their July 28 board meeting THE GOALS and objectives were based on recommendations recommendations submitted by the entire district staff a and nd will be Implemented into the system for the 78 1977 school year Board member John fell felt that the list presented in random order of importance should be placed In order of priority It was the general that emphasis emphasis em em- on the basics and the improvement of attendance should head the list as the first and second priorities of the district In addition to the basics em emphasis and attendance improvement the objectives that will be circulated to each school in the district include improvement of professional ethics and unity improvement of student discipline and attitude attitude at at- development of career education in all schools the study of the closed campus concept at the junior high and elementary schools and open- open closed campus at the senior high school alternative school concept and learning how to todeal todeal todeal deal effectively with potential and actual outs drop-outs within that school teacher improvement in regard to improving methods and techniques of teaching to increase the public image toward education in the various public relations areas and to develop a well organized building program It was also reported to the board that the superintendent received opinions from Dr Walter Talbot State Slate Superintendent and from the Utah School Boards Board's Association regarding the Interpretation Interpretation In In- of the open meeting law Il HECl RECOMMENDATIONS within with with- in the opinions were that the Board hold open meetings and that the publics public's business be conducted openly It was also recommended that closed meetings be held to a minimum and called only to discuss an individuals individual's personal status strategies for collective bargaining purchase of of real property deployment of security personnel or devices litigation and investigative proceedings regarding criminal allegations Further recommendations include the board should plan to avoid emergency meetings and that public notification as to the date time place and agenda should be given in the meetings Minutes should be taken during all times and should include date time place members present and absent substance of all matters proposed discussed or decided names of citizens present and the substance substance substance sub sub- stance of their testimony It was also mentioned that a vote must be taken at an open or regular school board meeting with approval from two-thirds two of the board members In a quorum prior to the calling of a closed or executive session The reasons for holding a closed or executive meeting must also be stated staled Ita ted in an open or regular board meeting TWO PROPOSED policy polley changes were read to the board for the first time The first policy policy change states that substitute teachers will be paid 24 a day and that official approval approval approval ap ap- ap- ap must be given to all substitutes Within the first proposal the superintendent shall have the responsibility for salary negotiations for time full-time substitutes and for determining when one becomes a time full-time substitute It is also proposed that a time full-time substitute willbe will willbe willbe be paid no more than 35 a day Substitute pay for classified employees remained the same The second policy proposal recommends that two days annually be granted for special emergency leave provided there are logical reasons for taking them In other board action The board reinstated the elementary counselors three- three week extension time bringing them up with the secondary counselors The board praised the junior high school and elementary bands that participated in the July parade And an Iranian students student's request to attend school at West Junior High School was granted |
