Show POSTAL AFFAIRS.<br><br> The following was handed to the News for publication. Our readers who send papers to their friends in either of the countries named would do well to cut this item out for future reference. It is a copy of a circular letter sent to the various post offices throughout the United States. "Post Office Department, Office of Foreign Mails, Washington, D.C, September 1st, 1860. Sir - On and after the first prox., the postage on newspapers to the Postal Union will be one cent per two ounces or fraction thereof. See the Postmaster General's Order, page 31, Guide of the present month. Joseph H. Blackman. Supt. Foreign Mails." <br><br> Some of the principal foreign nations included in the Universal Postal Union above mentioned are Great Britain, France, Canada, Germany, China, Japan, Sweden, Norway, Switzerland, Holland, etc. This change will be appreciated by the public generally; but especially by newspaper offices and other institutions that send large quantities of printed matter through the mails to foreign countries. |
