City Council Discusses Economic Development For City Pleasant Grove City Coun-cil discussed several items at. their work session on Tuesday evening, including the upcom-ing city budget. City Admin-istrator Scott Darrington and City Finance Director Dean Lundell fielded several ques-tions from the council regard-ing expenditures that included the city's vehicles as well as health plan choices for the city employees. Scott explained that there would be more of a complete budget to present to the mayor and council in the second council meeting in April. Scott explained that the budget is still very much in the preliminary stages. The COLA and merit increases have, at this time, been sus-pended. It was estimated that there would be an increase of nine percent for the employ-ee's health insurance, but in meeting with the broker, it was found that the increase will not be at that level, saving the city an estimated $108,000. There will be three different plans that the employees can choose from. Council Mem-ber Kim Robinson suggested that a meeting be held for the employees so that they under-stand the difference in those plans. Scott said such a meet-ing is planned. Other items were dis-cussed, along with the fleet of police cars. Dean told the mayor and council that he had done extensive research into whether leasing or buying the cars was the most economi-cal for the city. He said he has looked into two and three year leases, as well as a pro-posed on-goi- purchase plan. He said that the cars would be on a maintenance plan. Each vehicle would need to have a $600 maintenance package. Chief Tom Paul added that there would also be a com-puter, etc, that would be in ad-dition to that package. Scott explained that in 2012, five vehicles would be purchased, replacing those vehicles that leases would run out. in 2013 four cars would be replaced. Dean said that there could be a substantial amount of money saved with the purchas-es. Chief Paul said he agreed. He said that this could be a vi-able plan. He said that he will have more information in the meeting in April. Council Member Kim Robinson then asked if a car allowance was really neces-sary for some staff. She said that she felt that the city need-ed to instead have pool cars that can be used as needed by staff. Scott said that the city does have such a system already in place. Pleasant Grove On March 11, 2011, of-ficers took a report of a fence being damaged over a period of time. The homeowner stat-ed he simply wanted a report made to document occurrence should he have any further in-cidents.- The homeowner did not want investigations to be-come involved at this time. A report of the criminal mischief has been made and this case is being fried as information only at this time. On March 12 officers re-sponded to a residence on a re-port of a delayed burglary. The officers found that someone had entered the residence and taken items while the owners were gone. There are no sus-pects at this time. This will be referred to the Detectives. An officer responded to 600 East 895 North in Pleasant Grove on a theft of a bike de-tail. Officers took a report of a delayed vehicle burglary. The reporting party did not have any suspect information and this report is being referred to investigations for further follo-w- up. An officer was dispatched to the lobby of the police de-partment to speak with an in-dividual who stated his wheel-barrow had been stolen. A report was taken. There is no suspect information. While on patrol in the area of 400 West State, an officer observed a vehicle traveling at a high rate of speed, pass-ing vehicles in the continuous left hand turn lane. The officer stopped the vehicle and found the driver was driving under the influence of alcohol. The officer arrested the driver and he was booked into jail. On March 13 police re-sponded to the parking lot of Water Gardens Theaters for a report of a window on a vehi-cle which had been damaged. . The officer found no suspect information available and no other vehicles had been dam-aged. The officer gathered this information and filed this report. An individual reported a theft of an Xbox and two mo-torcycles. Officers responded on a report of an' attempted shop lifting at a local grocery store. The suspects were located and arrested for shoplifting. The suspects were later released on misdemeanor citations. Officers responded to a lo-cal gas station for an alcohol theft. The male had already left the gas station before of-ficers arrived. Officers were unable to locate the male, but the alcohol was recovered. On March 14 an officer re-sponded to a local residence on reports of a delayed burglary. At the time of the report, mini-mal items were taken from the home. Possible suspect infor-mation was reported. Contact has not been made with the suspect. No further action has been taken at this time. An officer responded to 876 South 950 East in Pleasant Grove on a vehicle burglary detail. An individual reported a stolen license plate. On March 15 an officer was dispatched to a theft of a vehicle motor. The officer lo-cated the suspects and the sus-pects stated that they were not stealing the motor. They were looking at it. The officer then spoke with the reporting party and he stated that he did not want to press any charges. No further action was taken. An individual reported a theft of a leather jacket out of a vehicle. An officer was dis-patched to two adult females being detained for shoplift-ing at a local store. The offi-cer found both females con-cealed items in their shoulder bags while inside the store. They were detained by loss prevention until the officer's arrival. Both females admit-ted to putting items in their bags and were cited and re-leased for retail theft. On March 16 an officer was dispatched to a report of theft of a refrigerator from a rented basement. The officer made contact with the com-plainant who owns the prop-erty and received details for investigation. The officer at-tempted to make contact with the suspect prior to charges. Police responded on a re-port of a gas skip at Maver-ick. The clerk noted the plate when he approved the pay in-side. The driver pumped $58 in gas and failed to come into the store and pay. This same suspect using the same vehi-cle did the same thing about a month ago. On March 17 police stopped a vehicle for driving left of center. Police identi-fied the driver by means of a Utah ID card. The driver was found to exhibit signs of drug influence and im-pairment and following ad-ministration of field sobri-ety tests, confirmed him to be impaired. There was no evidence of alcohol influ-ence which was inconsis-tent with the impairment observed. A portable breath test was administered which was consistent with the of-ficers observations (no al-cohol influence) and blood and urine samples were ob-tained from he driver. Field urinalysis showed positive for controlled substances. Both prior to and following his arrest, the driver admit-ted to having ingested con-trolled substances consistent with my observations. The driver was under the active influence of controlled sub-stances at the time the offi-cer stopped him and was not capable of safely operating a motor vehicle. POMCEgf 'r : i On March 10 an officer made contact with the re-porting party concerning a delayed theft of his wallet and jacket. The items were taken from his desk drawer at his work. There is no sus-pect information at this time. On March 14 an officer responded on a delayed re-tail theft where the suspects had left the property after being confronted by employ-ees. The suspects fled in a vehicle from the parking lot. There is some suspect infor-mation. Police responded to a re-port of a vehicle burglary in which a student had his wal-let stolen out of his vehicle. The student later found his wallet in his vehicle and it had not been stolen. An officer responded on a delayed retail theft where the suspects had left the property after being con- - fronted by employees. The suspects fled in a vehicle from the parking lot. There is suspect information. On March 15 a traffic stop resulted in one male be- - ing arrested for possession of paraphernalia, no insur-ance, and a valid warrant.
