Show Impartial survey of community ! needs being organized here i In an effort to obtain a clear community consensus on local I building needs, organizations con- i cerned and currently involved are . I now being contacted and asked if I they will support a professionally- I done survey on the question. I The Grand County Commission ! Monday indicated they would support such a survey, and would, in addition, act as sponsoring agency in undertaking the survey. I A resolution to that effect was I passed, however there was no firm ' commitment of county funds to J underwrite the project. The decision to conduct a poll I was made following a discussion in a recent meeting of the Community I Council for Senior . Citizens Build- I ing. It was pointed out then that the j people of the community are not unified in support of a community center or a senior citizen center. To conduct the poll, a subcommittee sub-committee consisting of Joe Gelo, Jim Wiseman and Dixie Barker was appointed. Initially the committee discussed a poll that was conducted several years ago. At the time the samnle polled supported the Mill Creek project first, the Spanish Valley Water and Sewer District second, and a Community Center third. The' committee' concluded that "since the first two are now in work, it is reasonable to present a new set of options to the community to help select the path for continued progress." They identified projects presently present-ly in some stage of planning that effect the Moab community, including a community center, a senior citizen center, a high school auditorium and an all-weather swim center. After further study the committee agreed, "we did not possess the information that would enable us to present a coherent, intelligent set of options to the public." Their report continued, "We also surmised that no other single person or organization in the Moab area was equal to the task at this time." The report states, "At this point we had two options. First, we could report back to the Community Council for Senior Citizens that we could not accomplish our task. Second, we could formulate a plan to take the community from where we are today to the desired goal. We chose the latter." They propose that a Community Needs Study Group be organized composed of representatives from the Grand County Commission, Moab City Council, Grand County School District, Economic Development Develop-ment Board, Travel Council Chamber of Commerce, Council on Aging, and Community Council for Senior Citizens. At this point they are making presentations to each of these groups, asking endorsement and support. If the support requested is forthcoming, the committee proposes pro-poses that the Needs Study Group provide the leadership for a 9-step process, as follows: 1. Prepare arguments to solicit funds for a community needs study. 2. Identify sources for study funding. 3. Submit applications and obtain study funds. 4. Prepare a statement of work and contract for the study. 5. Monitor the study agency and evaluate results. 6. Present the results to the community and conduct a public opinion poll. 7. Make a final plan. 8. Ballot if necessary. 9. Proceed with the selected project. It is emphasized that the Needs Study Group would be a working group, not a prestige group. Each member would have the responsibility responsi-bility to report back to the parent agency on activities and progress and to integrate the requirements of the parent agency into the overall |
