W Peet Peel of Fall River niver Mass I Th The Tho memorandum n sets forth that the greatest and nd most urgent need is that of the Armenian people today of settled political institutions with security from aggression As to sovereignty so it says In In our opinion the sovereignty of the Armenian race race reposes in the people themselves inhabiting those political areas in which the Armenian race Is dominant POLICY AS TO MANDATE As to mandates over Armenia the memorandum states We Ve hold strongly to the view that the people of Armenia are capable of evolving and building up an independent independent independent inde inde- pendent administration which will ul ultimately ultimately ultimately ul- ul possess the attributes an anbe and be able to discharge the functions of ofa ofa a well wen ordered state and we ai a p therefore prepared to support by all aU means in its power any mandatory acceptable to the Armenian race providing providing providing pro pro- viding always alwa's that the terms of ot the mandates are such as will admit of he establishment ni due time of a responsible government for Armenia Armenia holding those sovereign rights an and possessing that international status which is Implied in the recognition given in the recent treaty to the Armenian republic I We suggest that the mandate should be e conferred for a terminal period of twenty years only subject to periodic extensions of five years at the request of representative Armenian Armenian Armenian Ar Ar- government and with the approval approval ap ap- l of U the e league of nations During the whole period of the tu- tu of the people of the territory of the Republic of Armenia the conduct conduct conduct con con- duct of Its foreign policy should be I vested wholly and reservedly Deservedly in the mandatory During the whole period of the continuance of the mandate the conduct conduct conduct con con- duct and control of ot the military and police forces of the administration i 1 of the the territory territory should be vested I wholly in the mandatory FURTHER PROVISIONS All AU persons of whatsoever race class cre creed d or nationality resident sojourning or carrying on business within the limits of the territory shall wilh without ut exception be amenable in all respects to the laws for the time be being being being be- be ing in forceNo forceNo forceNo force No concession grant monopoly or other privilege whatsoever of a commercial commercial com com- mercial economic or other character should be given in the territory of Armenia except by the national government government gov gOY thereof with the approval of the mandatory power and acting in pursuance of the express will of the national parliament The national government of the territory should not accord any preference preference preference to goods imported thereto from the territories of the mandatory or of any any- other state a member of ot the league of nations without the previous sanction in writing of the council of the league of nations The territory proposed to be in included included in- in eluded within the mandate is de described described described de- de scribed in the memorandum as the present geographical area of the Republic Republic Republic Re Re- public of Armenia and such Armenian districts as in process of time may maybe maybe maybe be incorporated in that republic by international agreement |
