Secretary Taft's proposed visit to the Philippines In September to attend the opening of . the first Philippine assembly, has dl-' rected attention toward the new legtla' tive body to be created for the Islands.' The assembly will consist of sixty-one members, apportioned upon the basis of one delegate for each 9000 persons, and provision is made to increase the number num-ber to a total of 100. i It wtll.
