No. 173, by Bullen. providing that instruction in the Agricultural college col-lege shall be free to residents, and providing pro-viding an entrance fee to residents and non-residents. Bef erred to Committee on Education. S. B. No. 174, by Gardner, prohibiting the' sale or use of any spring; gun witain the State of Utah, and providing a penalty pen-alty therefor. Referred to Committee on Public Health. S. B. No. 175. by Seely, making an appropriation for . the building of bridges and improvement of certain highways in Sanpete county. Referred to Committee on Highways and Bridge. S. B. No. 176, Hollingsworth Creating Creat-ing in the office of the Secretary of State a "Bureau of Insurance, State of Utah;" providing for the appointment appoint-ment of the Commissioner of Insurance, defining his duties and powers, fixing his salary; regulating the insurance companies doing business in the State; and requiring the Commissioner to exercise ex-ercise control over and make examination examina-tion of building and loan associations doing business in this State, and to examine ex-amine when directed by the State Board of Examiners the accounts, books and records of State institutions, and to perform such other duties as may be prescribed by law or the State Board of Examiners. 8. No. 177 Relating to and regulating regu-lating insurance companies and their business, enabling three new sections of the Revised Statutes of Utah, 1898, the same to be known as Sections 422 A, 422 B, 422 C, relating to and regulating regu-lating insurance companies and their business and fixing certain fees to be charged and collected by the Insurance Commissioner, and amending Section 965, Revised Statutes of Utah, 1898. as amended by Chapter 60, Laws of Utah, 1901. as amended by Chapter 127 Laws of Utah, 1905, fixing certain fees to be charged and collected by the Secretary of State. 8.
