Show Garner, Wheeler Urged To State Candidacies WASHINGTON, Nov. (AP) Friends of Vice President Garner and Senator Wheeler (D Mont) were reported authoritatively today to-day to have urged them to make formal declaration of candidacy for the next Democratic presidential nomination. Before leaving Washington last week end for his UvaldaTexas, home Garner was said to hav declined de-clined a "yes" or "no" answer to these suggestions. Some of Garner's Gar-ner's associates were described as believing that he should make a general declaration of his views in order to gain the early support of like-minded voters. Others, It was said, advised him that his position on fundamental policies already was well known and that nothing could be gained from their public reiteration. Wheeler was understood to have decided to withhold comment on the presidential race. Authoritative Authorita-tive sources said he believed that any effort to step into the 1940 situation would be politically ill-advised ill-advised until after President Roosevelt has made known whether wheth-er -he would stand for a third term. Capital speculation on potential Democratic candidates was stirred anew by Secretary Wallace's reiteration reit-eration of his belief that Mr. Roosevelt should have another teiiu. Asked about his statement to that effect In San Francisco, Wallace told reporters yesterday: - "Yes, I said what I thought I haven't changed my mind." Stephen Early, one of Mr. Roosevelt's Roose-velt's secretaries, said at the time that Wallace should have "consulted "con-sulted the victim" before speaking. This was interpreted generally as an Indication of White House displeasure. dis-pleasure. Asked whether he had apologized for his comment Wallace replied that no apology bad been asked and none made. In response to a query as to whether his statement violated, the so-called "political truce" of the special session neutrality neu-trality fight the secretary said that was a question for the White House to answer. Senator Norris (Ind., Neb.) reiterated reit-erated his support of the president today, telling reporters that, "as nearly as I can see now, those In the country who are liberal minded mind-ed will be compelled to get behind Mr. Roosevelt for a third term-Senator term-Senator Mlnton D, Ind.), the Democratic whip, authorized a statement from his mldwestern home that the special session tight over neutrality "has brought behind be-hind the president the largest following fol-lowing " he has had ' In many months."
