Van aurrendered to police,' who had been aeeklng him as the alleged head of the pool. Three men already are under arrest A bank accountant account-ant told officers nobody could win the pool because the winning number num-ber would be fractional "Charges that ths pool wouldn't pay off are untrue," Van said. "Besides, "Be-sides, It's not selling In California, only m Nevada, where It's legal." The pool advertised itself as for ths purpose of building a children's hospital hos-pital In Nevada.
