Ruling Curbs Utah Digging Steps were taken Tuesday to protect pro-tect Utah's archeological and paleontolofical treasures. Meeting In the governor's office at the state cSpltol, members of the Utah state board of park commissioners com-missioners recently adopted rules for Issuing permits to do scientific excavation work In Utah. The new rules stipulate applications appli-cations to do such work must be filed with commissioners, stating the plans and extension of the work, and that searchers must have high scientific qualifications. The rules were drawn up by Elmer R. Smith, archeology instructor in-structor at the University of Utah.
