It was only 15 yeara after the World War I victory that Hitler's revived. . Germany began to menace the world's peace again. . ' There is the new danger this time that an independent Germany may move-into move-into the Russian camp, either through Communist capture of Germany or a ' German-Russian marriage of convenience such as the Hitler-Stalin deal of 1939. Is the answer to the threat of German revival therefore to arbitrarily hamstring ham-string German industry? Not unless we are willing to enforce German starvation. starva-tion. Western Germany cannot feed itself. it-self. Only through industrial production can the Germans have a balanced eoon- -omy. Unless Germans are to starve, or American taxpayers are to subsidize western Germany indefinitely, there must be German industrial revival. What then? How can we prevent a new German threat to the peace? There seems to us only one answer. We cannot can-not stop German industrial revival, but we dare not leave that revived industry uncontrolled for fear of new German aggressive ag-gressive action, probably in alliance with Soviet Russia. Our only alternative is to continue control. Western Germany must not be permitted to rearm nor to make any alliance with the Soviet Union. And to insure that these two policies are carried out, America must maintain armed forces in Germany indefinitely certainly until some change in the world situation rexnovea tha present threat.- i - That does not mean American soldiers must police every inch of Germany. A few armored brigades in strategic spots would be a constant reminder to the Germans, Ger-mans, a constant deterrent to any ag-gressivs ag-gressivs ideas. A policeman doesn't have to go around constantly cracking heads to keep people from murdering each other. But if you try to do away with the policeman entirely you're apt to have a riot on your hands. |
