Show COMPROMISE AGREED UPON Colombia Gets Larger Annuity An-nuity Out of the Canal Proposition. WASHINGTON, Jan. 23. The Panama Pan-ama canal treaty signed yesterday afternoon af-ternoon is the same treaty that was drawn up by this Government several months ago, with the single exception of the item of annuity to be paid to Colombia Co-lombia for the use of the right of way for the canal. The amount of the annuity annu-ity Is a compromise between the $100,000 offered by Secretary Hay and the $250,-000 $250,-000 demanded by Colombia. The latter s , price was fixed upon what were asserted assert-ed to be the present returns from the Panama Railroad company port duties, etc, which she had no desire to see diminished. di-minished. Secretary Hay took a rough draft of the treaty with him to the Cabinet meeting today. Contrary to the expectation expec-tation .entertained last night, he was not able to submit the document to the Senate today. The reason for the delay was the mechanical impossibility of making the necessary "printers' copy" and preparing the letter of transmittal which will accompany the treaty to the-Senate. the-Senate. This letter of the President will be purely formal and it will contain no argument for the treaty, leaving the document to epeak for itself, - |
