No confirmation has reached London of the rumors current cur-rent on November 10 of the capitulation of Port Arthur: that General "Stoessel was asking for an armistice, etc. According to the Dally Telegraph's Chefoo correspondent Japan has consented consent-ed to open the port of Antung to steamers steam-ers chartered by silk merchants when the latter obtain special permits. This action is due to China's protest that exclusion of neutral shipping would ruin the silk trade. |
