April 21 The United Irish societies of New Tork city have adopted and sent to President Roosevelt a resolution reso-lution protesting against the reported ao-Uon ao-Uon ef John Hay, Secretary of Stats, is Instructing the Catted States Minister to Peking to reject the demands-of Russia in Manhouria. The resolution declares that such action is fraught with peril to the United States and Is taken at the Instance- of England to promote Interests which are not American.
