The German army is rapidly becoming nn organization organ-ization of toughs and ruffians so far as the officers are concerned. And this disgraceful situation is due to a great degree to the conduct of the Kaiser himself. In fact so serious are the conditions which prevail that a Berlin paper announces in a most matter of fact way that the Kaiser intends issuing an order prohibiting officers from cutting - down civilians for trivial violationsof military etiquette. The Kaiser has ordered a full report of Lieut. Haesaner'i brutal slaying of Trivate Hartmann in order to allay public indignation. The German public may well doubt the Kaiser's sincerity in the reform, remembering that Maj. Brusewitz, who was sentenced to four years for brutally killing a mechanic me-chanic who jostled him and refused to apologize, was pardoned after serving only a year. Another case of brutality on the port of officers against citi-zens citi-zens is reported from Cologne. In a restaurant an officer in citizen's clothes began abusing a volunteer volun-teer for not saluting. Other guests in the restaurant restau-rant took the volunteer's part. The officer's friends attacked the volunteer with swords, whereupon the volunteer's comrades seized swords and attacked . the officers, wounding three. Much to the surprise of the German . public the officer has been temporarily tempo-rarily suspended from duty. There have been so many attacks by officers upon citizens recently that if the Kaiser does not take drastic action to end them the public may be driven to defend themselves with violence.
