Show PROTECTION ! TO CHILDREN "The bill intended to provide means ,'for the protection of dependent, neglected neg-lected and ill-treated children, upon which the Salvation Army, the Woman's Wo-man's Christian Temperance Union and a number of other charitable organizations organiza-tions have been encaged for several weeks, has now taken definite form arid will be Introduced at an early session of the Senate. Ab It covers an entirely new field of legislation,' the measure is a voluminous one. -It is entitled:' "An act to define the conditions of child dependency, neglect and ill-treatment, and to prescribe pre-scribe methods for the protection, disposition, dis-position, and supervision of dependent, - neglected and ill-treated children within with-in .the State of Utah, and to prescribe -; punishment for such persons as are responsible re-sponsible for the care of a child who neglect or Ill-treat such child." In brief, the bill gives any Sheriff. Constable, police or other peace officer ,' authority to apprehend without war- . rant and bring before a court of turn- - mary jurisdiction any boy under the age. of 14 or any girl under the age of 36 who is dependent upon the public for - support, found wandering about at a late hour, or whose father, mother or guardian is an habitual drunkard or a dissolute person, or who Is found as- 8 eclating with a dissolute . person, or "who frequents any saloon or house of ill repute, or who Is found associating with corrupt people or surrounded by immoral Influences, or whose parents are undergoing imprisonment for -crime. In all of these cases the disposition of the child la within tha jurisdiction of the court. |
