Belcher, former Mayor of this eity, returned to Paterson today on a train on the Erie railroad and surrendered surren-dered himself to David Morris, night warden of the county jail. . . Belcher was forced by his poverty to give himself npr He had been in New; York for several days. He declared be had no means with which to make restitution resti-tution of the funds which he is alleged to have obtained before he fled from the city, and that he waa back to answer the charges against him. Belcher has been missing since August Au-gust 19,. 1605.
