Its -jnlsslon of beautifying th city at . a well-attended meeting In the T. M. C, A. auditorium last night. . The meeting was presided over by Judge. O. W. Powers. In calling the meeting to order, Judge Powers said In part:" " ' ; r ; - ; "I trust in calling' this meeting to order It will mark an epoch the beginning- of cleaner streets, finer lawns, mo,re beautiful beau-tiful grounds ..and: a handsomer- city, inere is need of Just such an organiaa-, organiaa-, we propose to form tonight. . We must teach the people that clean-l.r.ese clean-l.r.ese is next to godliness, and that order la the first law of heaven. - "We must encourage them to- beautify their homes, for there is no man so poor, no home dweller so lowly, but that he may have his house and the front of his Pr"i'ts free from weeds and rubbish. The opportunity for good work here are limitless." - - Billboard Nuisance. . Judge Powers was followed by the Rev. Elmer L Goshen, who urged more paving, and spoke of the miserable streets of the city during the winter just passed. He also spoke of M e billboard nuisance, and urged that something be done to. abate It. Mrs. A. V. Taylor delivered a short ad-arera, ad-arera, in the course of which she referred to what the cities in the Northwest and East had accomplished In the direction of improvement. "In the organisation of this movement In Salt Lake.", said Mrs. Taylor, "we are but taking our place In te column which Is marching forward to the winning of the cities to a beautiful America." . . - Speedway to Saltair. V Judge William H. King said that he had long been considering a plan which he dtsired to exploit. "It piana the building by those who are Interested In automo-blling automo-blling and by those who have carriages and horses, of a straight-away driving read or speedway from Salt Lake City to Baltalr Beach. We have here the most beautiful resort that there Is upon any body of water We have between the city and the beach an almost level piece or ground of little value " . Continuing, the speaker urged that such a road be built, which it could be at a small cost, and that it be lit with electric l:ghtS. Short addresses were also made by Frank. B. Stephens. Mrs. Susie . Young Gates and Bishop Spalding. During the meeting several musical selections se-lections were rendered. The following constitution and by-laws officers and governing board were sub- nitted to th, meeting and adopted;, Constitution of League. ; '. This organisation shall be known aa the Clvlo Improvement league of Bait Lake City. The objects of this organisation shall be to firthar all thing which may tend to the beautifying and Improving of our city. All citizens ami residents of Salt Lake are entitled to membership. - - The annual dues to members shall be. for adults a each., payable at tho beginning of each fiscal year, and for children, 14 years or under, tho dues shall b 10 teents. The officer of this organisation shall be president, vice-presidents, secretary, treasurer, who, with others, shall constitute the governing govern-ing board. This governing board shall be elected elect-ed annually and shall hold office until their surceaaors qualify. This organisation shall meet monthly and also at such time and place as detlgnated by call of the president. Amendments to this constitution shall be acted on one meeting after presentation In writing. A two-thirds vote of members present pres-ent at a meeting at which an amendment Is under conilderatlon shall be necessary to carry such amendment. Code of By-Laws. The officers shall be chosen by the governing board and the governing board shall perform the duties usually incumbent on such officers and board. Standing Committees Executive, finance, publicity, laws and educational. The executive committee, consisting of members chosen from the governing board, shall perform duties usually assigned to such committees. The las committee shall consist of three, whoso duties shall be to look after proper city and State legislation making for the city's beautifying and improvement. It shall be the duty of the publicity committee, commit-tee, consisting of three, to arouse public sentiment sen-timent of proper clvlo pride. The finance committee, consisting of three, shall audit all accounts of secretary snd treasurer, treas-urer, and also devise means for obtaining funds forthe league. At annual or league meetings twenty-five members shall constitute a quorum. These by-laws mar be amended or altered by a two-thirds vote of members present at ny meeting of the organization.
