Show BREAD VS. THE BAYONET. ' Witte says, that Russia is going to be saved, and intimates that he means to give them all the freedom that they can assimilate, and then lick the still rebellious ones into submission. We suspect this is the best he can do, for sure it is the hosts of half serfs out on the steppes will not be fit for self-government self-government for yet a generation at least. Btu if Witte is as great as his friends claim him to be, he will try to have a great crop planted this year on such terms as will insure to the peasantry peas-antry a fair reward for their labor, and kindle a little lit-tle hope in their hearts. The last accounts say the revolution failed for want of organization and leadership. The way to prevent that organization is to impress'upon the people that the Government has their best interests at heart. A man is cross when he is hungry; he soon becomes a wild beast when he sees his wife and babies hungry and cannot feed them. The most effective appeal that can be made to such a man is through his. stomach. In this work of putting the peasantry upon their fect, all the nobility and all the very rich of Russia should join. Get the fields under cultivation, get bread for the people and let them feel that they have earned it, and they will become quiet, for as a rule among a cool race like the Russians, revolutions revolu-tions are never kindled except through want and the death of hope in their souls, and while it may be subdued by. violence, the exciting cause will remain until the material wants of the people are filled. These are days to try the higher manhood of the wealthy classes in Russia, and they should put forth their utmost efforts, for with revolutions spreading, their own lives and fortunes will be jeopardized. |
