By this means the Company would' make itself independent of all regulation. It cbuld raise its rates to any figure it might desire and .there would be no means of forcing forc-ing compliance with the law. It could furnish never so poor a service in transportation, transporta-tion, light, heat and power,' and the city authorities would have no means of enforcing a just demand.
